HomeMy WebLinkAbout1996-11-05 - AGENDA REPORTS - TESORO GP ZC CUP OAK TREE TM (2)CITY OF SANTA CLARITA INTEROFFICE MEMORANDUM TO: Mayor Boyer and City CouncilhVALLE FROM: George Caravalho, City Mana DATE: November 5, 1996 SUBJECT: REVIEW OF THE TESOROERAL PLAN AMENDMENT, ZONE CHANGE, CONDITIONAL USE PERMIT, OAK TREE PERMIT, AND VESTING TENTATIVE TRACT MAP The proposed Tesoro del Valle project involves a joint venture between T.C. Collins & Associates and the Clougherty family to construct approximately 2,512 residential units, a five acre commercial site, two elementary schools, private parks, a fire station, a swimming and tennis club, an interpretive center and other recreation and open space lots on 1,795 acres. The subject site is located in San Francisquito Canyon and the adjacent hillsides and smaller canyons to the west, approximately 1/2 mile south of the Angeles National Forest and two miles east of Interstate 5. The application is currently being processed through the County, of Los Angeles public hearing process. City staff has reviewed the proposal and identified issues relative to the General Plan Amendment, traffic, and parks. Staff met with the developer on October 22, 1996, to discuss the technical elements of the concerns, but has still identified the following elements of the proposal as potential issues and requests direction from the City Council on how to proceed: Per the County General Plan, the project site can accommodate 1,109 units (based on the Santa Clarita Valley Area Plan). The applicant's request to increase the number of units to more than twice what is permitted in the existing General Plan and the corresponding effects of the project's grading, density, congestion, and impacts to hillsides and ridgelines are of concern to the Planning Division. Staff also has concerns. that the recent modifications to the proposed project have not been adequately addressed from a CEQA perspective. Although the modified proposal reflects a reduction in the total number of dwelling units associated with the project, the locations and density of some residential units have changed. These impacts have not been addressed or analyzed in the environmental impact report (EIR). Traffic Division staff has indicated that concerns still exist with the traffic associated with the proposal. Their concerns revolve around a belief that an additional means of access should be in place at the time project construction commences, that significant improvements to Rye Canyon Road/Copperbill Drive should be completed,'Newhall Ranch Road should be extended to I-5, new links should be in place prior to occupancy, and the regional impacts along other streets and at other intersections within the City should be addressed. Specifically, the Traffic Division is requesting that: • Copperhill Drive be connected between Seco Canyon Road and Rye Canyon Road; • Newhall Ranch Road be connected between Copperhill Drive and I-5; • Copperhill Drive be widened to six lanes between Dickason Drive and McBean Pkwy; • Dickason Drive to be in place between Copperhill Drive and Decoro Drive; and • Dickason Drive be widened with a minimum of four lanes from Copperhill Drive to Decoro Drive. The Parks and Recreation Department originally had concerns that the developer would not be meeting the Quimby Act requirement for park dedication. However, at the October 22nd meeting, the developer demonstrated that the Quimby Requirement would be met., Parks and Recreation staff still have concerns that the dedication of public park space to the County will not necessarily result in improved and maintained public park space; however, this is an issue with the County and not the developer. Planning Division staff will be facilitating meetings between City Parks and Recreation staff and the County to ensure that viable public park space is provided. A series of public hearings have been held by the Los Angeles County Regional Planning Commission. Most recently, the Commission voted to approve the proposal in concept at the July 2, 1996, meeting. The item is now scheduled to return to the Commission in early December for a final vote before being sent to the Board of Supervisors for action. Staff is requesting direction from the City Council on any concerns the City might have with the proposed project and how to present these concerns to the Board of Supervisors. Receive the staff report and presentation by the applicant, and provide direction to staff on how to proceed with the proposed Tesoro del Valle project. 1.
