SIGNAL INTERCONNECT DESIGN CONTRACT

The Los Angeles County Metropolitan Transportation Authority (MTA) has awarded
improvement grants to the City totaling $868,000 for traffic signal interconnect projects along
the subject streets. On November 28, 1995, the City Council authorized the City Manager to
execute the Memoranda of Understanding (MOU) between the City and MTA; authorized budget
appropriation; and adopted Resolution No. 95-144, which sets forth the availability of local
matching funds for these projects.
The interconnect will run along Sierra Highway from San Fernando Road to Placerita Canyon
Road and from Rainbow Glen Drive to Soledad Canyon Road, Bouquet Canyon Road from Magic
Mountain Parkway to Plum Canyon Road, and Seco Canyon Road from Bouquet Canyon Road
to Copper Hill Drive. It will include installation of conduit and cable to link the traffic signals
along these routes. The main goal is to effectively implement signal synchronization of all traffic
signals and to improve traffic flow and reduce travel times.
The funding status for this project is shown in the attached Agenda Report, dated
November 28, 1995. It is anticipated that the design for this project will be completed in FY
1995-96, while the construction and implementation will occur in FY 1996-97. The total local
match for the design portion of this project is anticipated to be approximately $28,000.00 and
has been set aside in a Public Financing Authority (PFA) match account for FY 1995-96.
After MTA executed the MOU on December 31, 1995, staff requested proposals from Traffic
Engineering Consultants to prepare the interconnect design plans and develop new signal
timing plans for the entire project. Staff received proposals for professional services from fifteen
firms as follows:

Based on technical qualifications and methodology for the project, Albert Grover & Associates
is the recommended firm. Staff has negotiated a price of $118,000.00 for these services.
RECOMMENDATION
Authorize the City Manager to execute a contract with Albert Grover & Associates in the
amount of $118,000.00 and authorize $22,000.00 in contingency expenditures should any
changes to the consultant's contract become necessary, subject to the approval of the City
Attorney as to form.

AND BOUQUET/SECO CANYON TRAFFIC SIGNAL INTERCONNECT
RESOLUTION NO. 95-144

The Los Angeles County Metropolitan Transportation Authority ("MTA") has awarded
improvement grants totaling $868,000 for the above projects. MTA procedures require that a
Memorandum of Understanding (MOU) be executed and that Council certify that matching
funds will be made available to complete each project. The status of the two projects is provided
below:
Sierra Highway Interconnect
• Staff estimates that the total cost for this project will be $465,000 with the MTA
awarding a $372,000 discretionary grant to be used for this project within three years
from July 1, 1995. The remaining balance of $93,000 will be the local matching funds
needed.
• It is estimated that $60,000 will be needed for design and $405,000 for construction.
All design costs will be utilized this FY 1995-96 while construction costs will be used
in FY 1996-97.
A local match of $12,000 will be needed for design this FY 1995-96 and the remaining
local match of $81,000 will be appropriated in FY 1996-97.
• Local matching funds required this year have been set aside in a Public Financing
Authority (P.F.A.) match account for FY 1995-96.

Account No. 17-95051-227 -$48,000 MTA Grant. Authorize a budget appropriation for the
Bouquet Canyon Road/Seco Canyon Road Traffic Signal Interconnect for FY 1995-96 as follows:
Account No. 28-95052-227 - $16,000 P.F.A.; Account No. 17-95052-227 - $64,000 MTA Grant.
Direct staff to increase Revenue Account No. 17-3579 by $112,000.
