SUBJECT: WASHINGTON, D.C. TRIP AUTHORIZATION
DEPARTMENT: City Council
The United States Forest Service is expected to release the Final Environmental Impact
Report/Environmental Impact Statement for the Elsmere Solid Waste Management Facility
during November, 1996. The Congress is also returning to Washington during the first week
of September to finish consideration of legislation for this session, including the two measures
impacting the Elsmere Canyon landfill proposal, S. 393 and H.R. 924.
Council Member Jill Klajic will be leading a delegation from Santa Clarita to Washington, D.C.
to lobby on behalf of the community in opposition to the Elsmere Canyon landfill proposal.
Earlier this year, BKK Corporation, the principal landfill proponent, acknowledged that it has
spent approximately $30,000,000 seeking project approval. Those expenditures presumably
include a number of Washington lobbyists. The purpose of the trip is to reinforce our
community's opposition to the landfill project, support for the federal legislation and to fully
understand U.S. Forest Service processes for the final environmental document.
The trip is scheduled for the week of September 23, 1996. The following individuals are
expected to accompany Council Member Klajic on the trip; Alan Cameron representing Landfill
Alternatives Save Environmental Resources (LASER), Darla Hoback representing Save The
Angeles Foundation, Marsha McLean representing the Santa Clarita Valley business
community and Canyons Preservation Committee, and Karen Pearson representing the Sierra
Club. Intergovernmental Relations Officer Mike Murphy will also accompany the delegation.
The overall cost of the trip is estimated to be approximately $10,500. Individual members of
the delegation have actively been soliciting donations from the groups they represent and other
organizations to defray expenses for the trip. Therefore, it is anticipated that the maximum
financial liability for the City would be the costs of sending one City Council Member, one City
staff member, and two community representatives, at an estimated cost of $7,000. This
expense would be invoiced against existing funds for the Elsmere opposition effort contained
in account #01-4101-230.
City Council authorize lobbying trip to Washington, D.C. during the week of September 23,
1996 and trip expenditures for one Council Member, one City staff member and two community
representatives.
