Public Participation speaker's slips must be submitted to the City Clerk. Anyone wishing to address an item on the agenda should fill out a speaker's slip and submit it to the City Clerk before the item is discussed. Each person addressing the Council has three minutes in which to speak, at which time the red light on the Council dias will appear. Public Participation This time has been set aside for the public to address the City Council on items that are not on the agenda, but those items will not be acted upon by Council at this meeting other than to review and return without action or direct staff. ALL speakers must call or submit a speaker's slip to the City Clerk prior to this portion of the meeting and prepare a presentation not to exceed three minutes. The thirty minutes allowed for public input will be divided by the number of people wishing to speak, maximum time allowed will be three minutes. HOMELESS TEENS STATUS REPORT - In the June 3 & 5, 1996 study sessions, Council directed staff to investigate the issue of homeless teens in Santa Clarita. This report is intended to update Council on staffs findings to date. RECOMMENDED ACTION: Receive report and direct staff to continue investigating the issue of homeless teens in Santa Clarita. [ ] Staff 2. WASHINGTON, D.C. TRIP AUTHORIZATION - Councilmember Jill Majic will be leading a delegation [ ] Speakers from Santa Clarita to Washington, D.C. to lobby on behalf of the community in opposition to the Elsmere Canyon [ ] Motion landfill proposal. The purpose of the trip is to reinforce the community's opposition to the landfill project, support [ ] Discussion for the federal legislation and to fully understand U.S. Forest Service processes for the final environmental [ ] Vote document. RECOMMENDED ACTION: Authorize lobbying trip to Washington, D.C. during the week of September 23, 1996 and trip expenditures for one Councilmember, one City staff member and two community representatives. [ ] Staff 3. IMPLEMENTATION OF RESIDENTIAL YARD TRIMMINGS RECYCLING PROGRAM AND [ ] Speakers ADJUSTMENT OF RESIDENTIAL REFUSE RATE - RESOLUTION NO. 96-113 - Following a public hearing [ ] Motion at the August 27, 1996 meeting, Council deferred the adoption of Resolution No. 96-113 and directed staff to [ ] Discussion return the item with additional information related to yard trimmings recycling exemptions. [ ] Vote RECOMMENDED ACTION: Adopt Resolution No. 96- 113 which institutes a weekly, residential yard trimmings recycling program and adjusts the residential rate schedule by $1.50 for standard weekly service. Execute the franchise agreement amendments with Atlas Refuse Removal, Blue Barrel Disposal, and Santa Clarita Disposal Companies to reflect the yard trimmings recycling program requirements and suspension of rate adjustments for a period of 15 months beginning on October 1, 1996. Direct staff to prepare amendments to the City's Integrated Waste Management Code which will prohibit placement of yard trimmings in unauthorized containers and will allow for program exemptions at the discretion of the Public Works Director. [ ] Staff 4. MOBILEHOME RELOCATION IMPACT ORDINANCE - Several mobilehome parks in Santa [ ] Speakers Clarita are located in prime commercial areas, and some of them are 30 years old or more. If they apply for closure [ ] Motion or a change of use, they must submit a Relocation Impact Report to the City, specifying compensation due [ ] Discussion mobilehome owners at the time of a park.closure. In May of 1994, the City Council considered an ordinance which [ ] Vote stipulated the compensation a mobilehome owner would receive, including relocation within a 200 mile radius. RECOMMENDED ACTION: Receive and discuss and direct staff to prepare an ordinance. [ ] Staff 5. CHARTER CITYHOOD - In California, the State Constitution allows charter cities to do all things which a [ ] Speakers general law city can do. In addition, according to Article XI of the State Constitution, charter cities have the [ ] Motion authority to do anything not contrary to the State Constitution, or determined by act of the Legislature to be [ ] Discussion "a matter of statewide concern". Charter cities therefore have the authority to make and enforce all ordinance and [ ] Vote regulations with respect to "municipal affairs" subject only to the restrictions and limitation provided in their charters. DIRECTLY ELECTED MAYOR - The City Council has requested that staff research the issue of a directly elected [ ] Speakers mayor and present it for their discussion and consideration. TERM LIMITS - Term limits for elected officials, at all levels of government, has increasingly become a major [ ] Speakers topic of discussion as voters become more frustrated with a perceived lack of government responsiveness to citizen [ ] Motion concerns. DEVELOPMENT MONITORING SYSTEM - On June 26, 1996, a memo summarizing staff efforts on a [ ] Speakers Development Monitoring System was given to all Councilmembers. ENVIRONMENTAL REVIEW FOR THE AMENDMENTS TO UPDATE THE GENERAL PLAN [ ] Speakers CIRCULATION ELEMENT - The purpose of this item is to report on the status of the amendment and to initiate [ ] Motion the environmental review process. RECOMMENDED ACTION: Authorize the City Manager to execute an [ ] Discussion agreement with Rincon for an amount not to exceed $169,417, to prepare the EIR for the Circulation Element [ 1 Vote Update ($120,677) and conduct the Tier 2 public participation process for the update ($48,740) and authorize a contingency of $17,583 (10%) for a total amount of $187,000. Authorize the City Manager to execute an agreement with Meyer, Mohaddes Associates, Inc„ for an amount not to exceed $18,235, to prepare the traffic analysis and authorize a contingency of $4,765 (26%) for a total amount of $23,000. Appropriate $140,000 to Account No. 01-5422-227 from General Fund Contingency Account No. 01-4101-290, and designate two City Councilmembers and two Planning commissioners to serve on a Steering Committee for the amendment process.
