discuss and better understand major issues currently before the City.

Item 1
7:00 - 7:45 CHANGES IN TRANSIT OPERATIONS AND FARES - City staff will
present a detailed description of the Santa Clarita Transit transformations
which should improve the delivery of transit services in the Santa Clarita
Valley. RECOMMENDED ACTION: City Council receive presentation.
Item 2
7:45 - 8:15 ANNEXATIONS IMPACT TO PUBLIC WORKS STREETS
MAINTENANCE DIVISION - Staff will provide the City Council information
about the Public Works Department's Street Maintenance Division and how
pending annexations could impact the Division. RECOMMENDED ACTION:
Receive staff presentation.

City Council Study Session Notes
April 2, 1996
Mayor Boyer called the City Council Study Session of April 2, 1996 to order at 7:03 p.m.
All Councilmembers were present.
Mayor Boyer led the Flag Salute.
Item 1 CHANGES IN TRANSIT OPERATIONS AND FARES - City Manager,
George Caravalho introduced the item and then presented Lynn Harris, Deputy City
Manager/Director Of Public Works, and Ron Kilcoyne, Transportation Manager and Bob
Murphy, Transit Coordinator. Staff discussed, in detailed description, the Santa Clarita
Transit transformations which should improve the delivery of. transit services in the Santa
Clarita Valley,
Council discussion included: the RFP process, cost differences, maintenance of vehicles,
charging "no-shows", keeping trip costs down, probation system for citizens that cancel trips.
Item 2 ANNEXATIONS IMPACT TO PUBLIC WORKS STREETS
MAINTENANCE DIVISION - Deputy City Manager/Director Of Public Works - Lynn Harris
introduced the item and introduced Dennis Luppens, Administrative Assistant, who explained
in detail, information about the Public Works Department Street Maintenance Division and
how pending annexations could impact the Division.
Council discussion included: the well -thought out process that staff has completed on this
project, suggesting that the process be published for other cities to read. Further discussion
included programs including "adopt a street" within City limits and the liabilities of such a
program.
There was no public participation.
At 8:15 p.m, it was moved by Pederson and seconded by Smyth to adjourn the meeting.
