7:00 - 7:45 p.m. DAY LABORERS - At the request of the City Manager, staff has spent
the previous five months researching matters relating to the day laborer
% ` 3 y — population that exists in the Santa Clarita Valley. This ongoing matter
encompasses a number of issues that are of interest to many residents
and businesses within the community. RECOMMENDED ACTION:
Discuss and provide direction to staff on how Council would like to
proceed.

7:45 - 8:30 p.m. AN OVERVIEW OF BUILDING AND SAFETY'S CODE
ENFORCEMENT SECTION - The purpose of this report is to provide
Santa Clarita City Councilmembers with an overview of Building and
Safety's Code Enforcement Section. The information has been compiled,
3 i in part, as a response to City Council inquiries regarding the policies;
practices, and procedures of this section. RECOMMENDED ACTION:
Review this report and comment on the policies, practices, and
procedures of Building and Safety's Code Enforcement Section.

8:30 - 9:00 p.m. JUVENILE CRIME IN NEWIIALL AREA - Several areas have been
identified as increasing problems in the Newhall area with regards to
teens and their subsequent involvement in illegal activity.
RECOMMENDED ACTION: Direct staff to continue working with the
Sheriffs Department to monitor juvenile activity in the Newhall area and
develop plans to address identifiable issues.

9:15 - 9:45 p.m. PROPOSITION 218 - In 1978, Proposition 13 sponsored by Howard
Jarvis,was enacted by the voters. Proposition 13, among other things,
limited the ability of local governments to increase property taxes. Later,
Proposition 62 was adopted which enacted statutory provisions requiring
1 majority voter approval for general taxes and two-thirds voter approval
' - for special taxes. Proposition 218 would make major components of
Proposition 62 a part of the California Constitution. This would require
both general law and charter cities to seek majority voter approval for
general taxes and two-thirds voter approval for special taxes.
RECOMMENDED ACTION. Receive, discuss, and direct staff to place
this item on the City Council Agenda for October 22, 1996:
