7:00 - 7:30 SIGNAL INTERCONNECT AND SYNCHRONIZATION ISSUES - Signal
synchronization and traffic flow improvements have always been rated at the top
of citizens' concerns, a priority for the City Council, addressed in various
strategic plans, and have also been included on the Mayor's list of goals for the
past year. RECOMMENDED ACTION: City Council receive presentation for
informational purposes. .

7:30 - 8:00 1996 CITY OF SANTA CLARITA LONG RANGE FINANCIAL PLAN -The
Long Range Financial Plan was identified as a City priority in both the "Share
the Vision II" Community Strategic Plan and the "Taking the Best and Making
it Better" Organizational Strategic Plan. RECOMMENDED ACTION: Receive
staff presentation.

8:30 -9:30 REVIEW OF THE TESOVO DEL VALLE GENERAL PLAN AMENDMENT,
ZONE CHANGE, CONDITIONAL USE PERMIT, OAK TREE PERMIT,
AND VESTING TENTATIVE TRACT MAP - The proposed Tesoro del Valle
project involves a joint venture between T.C. Collins & Associates and the
Clougherty family to construct approximately 2,512 residential units, a five acre
commercial site, two elementary schools, private parks, a Fre station, a
swimming and tennis club, an interpretive center and other recreation and open
space lots on 1,795 acres. RECOARVIF.NDED ACTION. Receive the staff report
and presentation by the applicant, and provide direction to staff on how to
proceed with the proposed Tesoro del Valle project.

9:30-10:30 REVIEW OF THE NEWHALL RANCH SPECIFIC PLAN AND DRAFT
ENVIRONMENTAL IMPACT REPORT - The Newhall Ranch project, located
generally south of State Route 126 and west of Interstate 5, proposes a Specific
Plan to develop 25,218 residential units over a 19 square mile area (11,963
acres). The Draft Environmental Impact Report (DEIR) for the Newhall Ranch
project was received by the City's Planning Division on August 8, 1996. On
September 8, 1996, the Regional Planning Commission extended the public
review period to a total of 120 days, resulting in a closing date for comments on
the DEIR of December 5,1996. RECOMMENDED ACTION. Review the letter,
discuss the project, and provide staff direction regarding a policy determination
on the Newhall Ranch project.
