CALL TO ORDER - !p . 17n , ROLL CALL /' FLAG SALUTE CLOSED SESSION Item 1 7:00 - 7:30 p.m. COLLABORATIVE GOVERNANCE - ISSUES AND OPPORTUNITIES - This concept involves the ideal that local 7 • �� governments can no longer merely serve as problem solvers. Rather they ' •'74 must become an active partner with the community and work as a facilitator and convener in addressing society's most pressing issues. The attached material discusses many of the concepts inherent to collaboration and suggests a model to enhance collaborative efforts in our community while simultaneously enhancing citizen involvement. This is shown in the Neighborhood 2000 model. RECOMMENDED ACTION: Review report and provide direction to staff on Neighborhood 2000 block party concept as well as committee formation and enhancement. Item 2 7:30 - 8:00 p.m. V;.3r 8:00.8:16 p.m. 9100 Y-4)8:15 p.m. STANDARDIZED EMERGENCYMANAGEMENT SYSTEM (SEMS) - The Standardized Emergency Management System (SEMS) is the system required by State .Legislation for managing response to multi - agency and multi jurisdiction emergencies in California. The intent of this law is to improve the coordination of State and local emergency response in California. RECOMMENDED ACTION: Approve the SEMS Executive Training Course to be in compliance with State Legislation.
