AUGUST 6,1996 CALL TO ORDER Mayor Boyer called to order the special meeting of the City Council at 5:00 p.m. ROLL CALL All Councilmembers were present. ITEM 1 CONSENT CALENDAR, SIGNATURE AUTHORITY - RESOLUTION N0.96.106 - The City Clerk is required to accomplish certain signatory duties per the Government Code. Resolution No. 96-106 authorizes the City Manager and the Assistant City Manager to sign official documents in the absence of the City Clerk. It was moved by Smyth and seconded by Heidt to adopt the consent calendar. On roll call vote: Ayes: HIajic, Heidt, Darcy, Smyth, Boyer Noes: None Excused: None Absent: None Resolution 96-106 adopted ITEM 2 NEW BUSINESS City Manager, George Caravalho, reported that in response to City Council's direction, staff has spent five months DAY TIME LOITERING investigation actions taken by other municipalities and ORDINANCE NO. 96-15 & researching applicable case law in the areas of Parental URGENCY ORDINANCE responsibility, & Day Time Loitering. Staff is ready to proceed NO. 96-26 with the inWuction and proposed adoption of a Day Time Loitering Ordinance. Addressing the Council in favor of this item was Mike Von Buelow. Carl Newton, City Attorney, read the title to Ordinance 96-15. It was moved by Smyth and seconded by Darcy to waive further reading and pass to second reading Ordinance 96-15. On roll call vote: Ayes: HIajic, Heidt, Darcy, Smyth, Boyer Noes: None Excused: None Absent: None Ordinance 96-15 passed to second reading. City Attorney, Carl Newton, read the title to Urgency Ordinance 96-26. It was moved by Smyth and seconded by Darcy to adopt Urgency Ordinance 96-26. On roll call vote: Ayes: Mazjic, Heidt, Darcy, Smyth, Boyer Noes: None Excused: None Absent: None Ordinance 96-26 adopted. COUNCHMEMRER Councilmember Darcy requested an update on Elsmere and COMMENTS future meeting with Bill Hussey & Associates. Councilmember Majic stated that there is an early November deadline to meet in Washington D.C. on Elsmere and she would like to take 4000 letters so lobbying efforts need to be in force in September. STAFF COMMENTS Councilmember Boyer stated he has concerns regarding numerous billboards on the freeway and time limits on the billboards. Councilmember Smyth stated that he would like daytime loitering placed on a future study session. City Manager, George Caravalho, reported on a meeting with Dave Vanetta and shared information on sphere of influence, redevelopment and Whitney Canyon. Kevin Tonoi41n, Interim Public Information Officer stated that Mark Crear An Olympic Silver Medalist will be attending the Council Corral. At 5:50 p.m., it was moved by Smyth and seconded by Darcy to adjourn. Hearing no objections, it was so ordered. MAYOR ᅵUom
