A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
AUTHORIZING A REWARD IN THE AMOUNT OF $1000
FOR INFORMATION LEADING TO THE ARREST AND CONVICTION OF THE PERSON
OR PERSONS RESPONSIBLE FOR THESE ATTACKS ON MOTOR VEHICLES
WHEREAS, over the last two months there have been more than 80 reported
incidents of freeway drivers having their rear windows shattered by unidentified objects while
driving on our south land freeways; and
WHEREAS, these random attacks on innocent drivers are causing significant
safety risks.
WHEREAS, many residents of Santa Clarita commute to work utilizing these
freeways and are put in danger by these random attacks;
NOW, THEREFORE, the City Council at the regular meeting of November 26,
1996 establish a reward for information leading to the arrest and conviction of the person of persons
responsible for these attacks on motor vehicles
SECTION 1. Pursuant to Government Code Section 53069.5, the City does
hereby offer a reward of $1000 for information leading to the arrest and conviction of any person
or persons responsible for these attacks on motor vehicles. In the event of multiple contributors of
information, the reward amount shall be divided by the City in the manner it shall deem appropriate.
SECTION 2. Claims for rewards under this section shall be filed with the City.
The City shall resolve claims in the manner which it deems appropriate
SECTION 3. That this resolution shall take effect immediately.
SECTION 4. The City Clerk shall certify to the passage and adoption of this
resolution; shall cause the same to be entered among the original resolution of said City; and shall
make a minute of the passage and adoption thereof in the records of the proceedings of the City
Council of said City in the minutes of the meeting at which the same is passed and adopted

STANDARD MANAGEMENT PROCEDURE
The purpose of this policy is to provide for the disbursement of monies to any individual
who provides information which leads to the arrest and conviction of any person
responsible for a crime. At the discretion of the City Council, a reward may be offered
pursuant to Government code Section 53069.5.
II. Procedure
A. During the course of an investigation, as a result of public input or a staff
recommendation, the City Council may declare that if significant information is received
it will be considered for a reward providing such information leads to the arrest and
conviction of the person or persons responsible for the crime.
B. The City Council will direct the City Manager to return to the City Council with an
appropriate resolution to offer a reward and recommendation on the amount to be
offered.
C. Any person seeking to receive a reward may report the information verbally to the
Sheriffs Department, but must also be directed to do so in writing in order to document
the information and be eligible for consideration.
D. The value and content of the information will be evaluated by the Sheriffs Department,
the City Manager and the City Attorney, or their designees to determine a suitable
amount to be rewarded. Such rewards shall be funded through the General fund operating
contingency.
E. If more than one person furnishes information about a crime, the reward may be divided
as the City Council deems appropriate, based on the relative importance of the
information provided.
F. The City Manager or designee shall then release the funds to the appropriate party(s)
within a 30 day time frame.
III. Exceptions
Any exceptions to this policy shall be authorized by the City Council.
