RESOLUTION TO THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
ADOPTING STANDARDIZED EMERGENCY MANAGEMENT SYSTEM (SEMS)
FOR TRAINING, RESPONDING AND REPORTING IN THE EVENT
OF A DECLARED DISASTER
WHEREAS, SENATE BILL 1841 was passed by the California State Legislature and
made effective on January 1, 1993 under Section 8607 of the California Government Code
provides:
"By December 1, 1996, all state agencies shall use the standardized emergency
management system as adopted pursuant to subdivision (a), to coordinate multiple
jurisdiction or multiple agency emergency and disaster operations." and
WHEREAS, the intent of the law is to promote coordination of state and local emergency
response in California through the implementation of the Standardized Emergency Management
System by December 1, 1996 and provides in subdivision (e):
"By December 1, 1996, each local agency, in order to be eligible for funding of response -
related costs under disaster assistance programs, shall use the standardized emergency
management system as adopted pursuant to subdivision (a) to coordinate multiple
jurisdiction or multiple agency operations." and
WHEREAS, the City of Santa Clarita's Multi -Hazard Functional Plan developed in 1990
and modified in 1996, utilizes all components of the Standardized Emergency Management
System (SEMS) including the California Master Mutual Aid System, the Operational Area
concept and Incident Command System;
WHEREAS, the City of Santa Clarita has incorporated the SEMS format in training
exercises and citywide drills; and
WHEREAS, key members of the City's emergency operations organization have
participated and trained in the appropriate State mandated SEMS Approved Course of
Instruction;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
does, by resolution, hereby approve and agree to comply with the Standardized Emergency
Management System (SEMS) guidelines as part of the City's preparedness, response and
recovery plan; and the Clerk of this Council is hereby authorized and directed to send a certified
copy of this resolution to the California Office of Emergency Services for filing.
