SUBJECT: AMENDMENTS TO THE COMMUNITY DEVELOPMENT BLOCK
GRANT EMERGENCY SUPPLEMENTAL APPROPRIATION FINAL
STATEMENT

After the January, 1994 earthquake, the City received Emergency Supplemental Appropriation
funds from the U.S. Department of Housing and Urban Development (HUD) to assist with
Community Development Block Grant (CDBG) eligible earthquake recovery projects. With the
help of the City Council, thirteen programs were formulated to address a variety of community
development needs.
Staff has been working on these programs since January of 1995. At this time, staff is seeking
Council approval of several proposed Final Statement amendments. According to the City's
policy on Final Statement amendments, whenever the funding level for a CDBG activity is
increased or decreased by 25%, or when an activity is added or deleted, the approval of the City
Council is sought. At this time, staff would like the approval of the Council to make
adjustments in some CDBG Supplemental Appropriation funded programs, to help staff meet
the goals of HUD through implementation of the activities. The proposed program amendments
are as follows:
Sierra Slope Repair - This is an activity previously approved by the Council. The activity
involves the repair of post earthquake slope erosion along Sierra Highway. Original estimates
regarding the cost of the project were high, and it appears that only $20,000 of the $100,000
budget is needed to complete the project. Staff is requesting that Council reduce the amount
of this activity's budget by $80,000, and reprogram these funds into another activity.
Residential Rehabilitation Loans and Grants - This activity provided funds for three
programs to assist citizens in addressing earthquake repair. One of the programs provides loan
funds to assist owners of multi family property with the repair of their earthquake damaged
rental units. Other funds were received from the State to administer an identical program, and

since response to this activity has been low, staff is requesting that this program be eliminated
and the funding level of $562,500 be reprogrammed into another activity.
William S. Hart Union High School District Repair - This activity, previously approved by
the Council, assists with earthquake repairs to the auditorium and small gym at Hart High
School. The school district is required to provide for upgrades to its earthquake damaged
buildings which are not covered by the School District's insurance policy or by Federal
Emergency Management Agency (FEMA) funds. Additional funds are needed in order for these
two facilities to meet these requirements. This activity will provide for handicap accessible
facilities including a stage access lift, side wall railings, and ramp access in the auditorium, and
the installation of handicap accessible restrooms and sinks in the girl's and boy's restrooms and
handicap accessible seating in the small gym. This activity is considered CDBG eligible under
570.201(k)/570.208(aX2XA), removal of architectural barriers. Council approval is needed for
this activity as the funding level is to be increased by more than 25%. The requested budget for
this activity is $150,000, which is available from the CDBG Emergency Supplemental
Appropriation contingency account.
Circulation System Repairs - This activity will assist with the overlay of streets that were
damaged in the earthquake. Currently, many streets are in need of overlay due to earthquake
damage. Several streets in low and moderate income areas have been identified and shall be
repaired pending approval of this amendment. This is a new activity, and $300,000 are needed
to fund it. This project is considered CDBG eligible under 570.201(c)/570.208(aXl), and needs
Council. approval as it is a new activity. The requested budget for this activity is $300,000,
which is available from the CDBG Emergency Supplemental Appropriation contingency account.

damaged in the earthquake where substandard conditions are an additional factor. Several
streets have been identified as in need of an overlay due to earthquake damage, and shall be
repaired pending approval of this amendment. This project is considered CDBG eligible under
570.201(c)/570.208(bXl), and needs Council approval as it is a new activity. There is $642,500
available to fund this activity, $80,000 from the Sierra Slope activity, and $562,500 from the
Residential Rehabilitation Program.
Staff recommends that the Council
1. Approve the proposed changes to the CDBG Emergency Supplemental Final Statement, and;
2. Direct staff to prepare a public notice describing the changes adopted, and;
3. Direct staff to formally amend the CDBG Emergency Supplemental Final Statement by
transmitting a letter to the U.S. Department of Housing and Urban Development, indicating
that the City has conducted its final statement amendment process and fulfilled it's citizen
participation requirements.
