HomeMy WebLinkAbout1997-10-15 - AGENDA REPORTS - AWARD OF PRO SRVCS AGMT (2)CITY OF SANTA CLARITA AGENDAIREPORT CONSENTCALENDAR DATE: October 15, 1997 City Manal Item to be Kevin Tonoian SUBJECT: AWARD OF PROFESSIONAL SERVICES AGREEMENT FOR PLAN REVIEW SERVICES DEPARTMENT: Planning and Building Services RECOMMENDED ACTION City Council approve and authorize the City Manager to execute an Agreement for Professional Services with EsGil Corporation for an amount not to exceed $80,000, subject to City Attorney approval. BACKGROUND During the past several years, the City's Building and Safety Division has utilized the services of a contractual plan review company to supplement City staff in the review of large commercial projects. As the workload -associated with this type of service depends upon the activity of commercial development, the City has chosen to rely upon contractual assistance to complete these important functions in lieu of hiring additional staff. This allows the City to avoid a potential "down -sizing" of staff, should the need for these services decline for an extended period of time. Since 1995, staff has utilized the services of EsGil for all the City's plan review needs. After considering several other firms, in May of 1996, the City executed a formal Agreement for Professional Services with the EsGil Corporation for contractual plan review assistance. As the total scope of work provided by EsGil was less than $20,000, this 1996 Agreement was executed administratively by the City Manager. During the Fiscal Year 1997/98 Budget process, $80,000 was allocated to the City's Building and Safety Division in order to complete all anticipated plan review work. All building pern-dt related costs, including plan review services that will potentially be conducted by EsGil, are anticipated to be offset by permit fees received for all projects. ALTERNATIVE ACTIONS 1. In lieu of a Professional Services Agreement, direct the City Manager to prepare a Mid - Year Budget analysis that outlines the fiscal impact associated with hiring additional staff to perform plan review services. 2. Other direction as determined by the City Council. FISCAL IMPACT All building permit related costs, including plan review services that win potentially be conducted by EsGil, are anticipated to be offset by permit fees received for all projects. Funding for contractual plan review services was allocated during the FY 1997/98 Budget Process. KMT
