Brad Therrien CONSENT CALENDAR DATE: May 13,1997 SUBJECT: VALENCIA BOULEVARD AT CREEKSIDE ROAD BARRIER RAIL IMPROVEMENTS - PROJECT NO. 71009 - BID AWARD DEPARTMENT: Building and Engineering Services INN This project will upgrade the existing bridge barrier railing on Valencia Boulevard over the South Fork of the Santa Clara River (see Exhibit A). The existing substandard metal railing will be removed and replaced with a concrete bridge barrier rail. The concrete bridge barrier rail will include the same decorative tile work found on the Magic Mountain Parkway bridge near San Fernando Road. In addition, crash cushions will be placed in the center median area to prevent traffic fi-om hitting the flat surface created by the existing concrete bridge railing. The proposed improvements will increase traffic safety in the area. As directed by the City Council at the February 25, 1997 meeting, staff has investigated alternatives to the installation of sand -filled crash cushions as originally proposed. The current design utilizes a crash attenuation system commonly used by Caltrans on its freeways (see Exhibit B). There is an additional cost of approximately $16,800.00. However, this method is more effective from a safety point of view, easier to maintain, and more aesthetically pleasing. To further improve the aesthetics around the proposed crash attenuation system, the medians along Valencia Boulevard will be landscaped by the adjacent property owners as part of the approval process for the North Valencia Annexation currently being reviewed by staff. It is expected that this will result. in median improvements and landscaping along Valencia Boulevard from Creekside Road to the Bouquet Canyon Road junction. On February 25, 1997, Council authorized the advertisement of the subject project. On April 15, 1997, bids were received by the City Clerk (see Bid Results, Exhibit Q. The Engineer's Estimate to complete this project is $218,000.00. Budget in the amount of $279,991.00 is available in Account No. 71009106 for this work. Staff recommends that the project be awarded to the lowest bidder, Security Paving Company of Sun Valley. Security Paving Company possesses a State Contractors License and is in good standing with the State Contractors License Board. The bid of $232,798.50 was reviewed for accuracy and conformance to the contract documents and was found to be complete. The City Council approve the award of the contract for the Valencia Boulevard at Creekside Road Barrier Rail Improvements, Project No. 71009, to Security Paving Company in the amount of $232,798.50 and authorize a ten percent contingency. 2. The City Council authorize the City Manager or his designee to approve all documents relating to this contract.
