SUBJECT: CALIFORNIA CONTRACT CITIES ASSOCIATION CALL FOR
RESOLUTIONS

The California Contract Cities Association will be holding its Annual Municipal Seminar in
May 1997. The Association has requested that member cities submit resolutions on topics of
general interest for consideration by the full membership at its business meeting of May 17,
1997. City Council approved resolutions must be submitted to the California Contract Cities
Association by April 18, 1997.
Council Member Boyer has requested that the City Council sponsor a resolution supporting
state legislative proposals evaluating the division of Los Angeles County into smaller county
jurisdictions. Assembly Member Runner has introduced Assembly Bill 303 which calls for a
study to be conducted, upon passage of resolutions by two or more local jurisdictions in the
County, as defined. Should Bill 303 pass, under current state law, County secession must still
be approved by a majority of all the County voters. The purpose of the study would be to
determine the fiscal health and service delivery capabilities of Los Angeles County.
Furthermore, other legislators have indicated an interest in the issue through a number of
other legislative venues related to division of existing political jurisdictions.
If approved by the Resolutions Committee,.Executive Board and membership of the California
Contract Cities Association, efforts of the Association and member cities would be directed
toward supporting state legislative efforts which address the county division issue.
Support submission of the attached resolution requesting that the California Contract Cities
Association support state legislative proposals evaluating the division of Los Angeles County
into two or more smaller counties.

RESOLUTION OF THE CALIFORNIA CONTRACT CITIES ASSOCIATION
SUPPORTING STATE LEGISLATION EVALUATING
DIVISION OF LOS ANGELES COUNTY
INTO TWO OR MORE SMALLER COUNTIES
SUBMITTED BY THE CITY OF SANTA CLARITA
WHEREAS, the County of Los Angeles is home to approximately 10 million people; and
WHEREAS, each member of the Los Angeles County Board of Supervisors represents
approximately 2 million people, and
WHEREAS, the County of Los Angeles' population is larger than 43 states, and
WHEREAS, there are 89 incorporated cities within the County of Los Angeles; and
WHEREAS, Los Angeles County government is the sole service provider for some
services and also duplicates for the unincorporated areas, many of the same services
provided by neighboring municipalities; and
WHEREAS, some residents of the county do not believe that they receive County
services in proportion to the amount of taxes paid to Los Angeles County; and
WHEREAS, in the redress of concerns; citizens increasingly expect their government
to be responsive and convenient to reach; and
WHEREAS, state legislation has been introduced to facilitate the examination of fiscal
relationships and service delivery capability between Los Angeles County and the
cities located within and; now therefore, be it
RESOLVED, by the membership of the California Contract Cities Association,
assembled at the Annual Business Meeting held on May 17, 1997, that the Association
support and assist in development of state legislative efforts which consider the
division of Los Angeles County into two or more smaller counties or address the issue
of simplifying the county formation process; and be it further,
RESOLVED, that the Secretary of California Contract Cities Association be directed
to certify to the passage and adoption of this resolution and forward copies of this
resolution to the entire state legislative delegation representing the County of Los
Angeles, appropriate legislative committees, the Los Angeles County Board of
Supervisors and California Contract Cities Association Member Cities.
