CDBG SUPPLEMENTAL PROJECT - PHASE I
PROJECT NO. 57-06 - PROJECT ACCEPTANCE
Building and Engineering Services
On October 22, 1997, the City Council awarded a contract for the subject project to R.C. Becker
& Son, Inc. This project repaired street improvements damaged in the 1994 earthquake. The
work involved reconstruction of curb, gutter, sidewalks, pedestrian access ramps, cross gutters,
and asphalt pavement. The repair efforts were mainly performed. in the community of Canyon
Country.
This project was completed to the satisfaction of the City Engineer on May 1, 1997. The project
was completed on time, but over the original budget.` During construction it was discovered that
in many areas of construction, damaged.improvements could not simply be replaced on the
surface due to insufficient substructure. Most facilities were built upon native earth,
necessitating their complete removal and replacement to allow the construction of facilities to
meet today's standards for design and durability. This necessitated a contract change order in
the amount of $300,000 which was approved by the City Council on March 25, 1997.
Federal funds were made available to restore earthquake damaged facilities and were
administered under the Community Development Block Grant (CDBG) program. The total
project budget allocation, including design, administration, construction, inspection, soils and
compaction testing, was originally $450,000. This amount was subsequently supplemented with
additional CDBG funds, for a total budget of $1,101,017.00. The total construction cost for this
project was $470,352.45. The remaining budget is being allocated to Phase II of the CDBG
Supplemental Program, which is designated for street overlay.
RECOMMENDATION
City Council accept the work performed by R.C. Becker & Son, Inc. on CDBG
Supplemental Project No. 57-06 - Phase I.
2. City Council direct the City Clerk to file the attached Notice of Completion for the
project.
3. City Council direct staff to release the 5 percent retention 35 days after the Notice of
Completion is recorded, provided no Stop Notices as provided by law have been fled.

NOTICE OF COMPLETION
NOTICE IS HEREBY GIVEN:
1. The City of Santa Clarita, a municipal corporation, is the owner in fee, except for the right-of-way
upon which it has been constructed, of a certain public improvement known as: CDBG
Supplemental Project Phase 1, Project No. 57-06.
2. The City's address is: 23920 Valencia Boulevard, Suite 300, Santa Clarita, CA 91355-2196.
3. The general location of said public improvement is: Canyon Country - various locations.
4. On October 22, 1996, a contract to construct said public improvement was awarded to:
R.C. Becker & Son, Inc., 22422 12th Street, Santa Clarita, CA 91321.
5. Work under said contract was completed on May 1, 1997, to the satisfaction of the City Engineer,
and was accepted by the City on June 10, 1997.
