Barrera PUBLIC HEARING DATE: February 25; 1997 SUBJECT: IMPOSING CIVIL FINES FOR MUNICIPAL CODE VIOLATIONS: RESOLUTION NO. 97-14 AND ORDINANCE NO. 97-2 DEPARTMENT: Building and Engineering Services The California State Legislature recently adopted a new law authorizing cities to impose civil fines for municipal code violations (California Government Code 53069.4). This authorization allows cities to establish municipal code -civil fine programs that are modeled after the parking violation system adopted in 1992. Parking violations have been addressed through administrative hearings and civil fines. In an effort to provide Building and Safety's Code Enforcement Section with an additional form of effective corrective action, the City Attorney's Office has researched the procedures for imposing municipal code -civil fines and has recently drafted a resolution and ordinance for the establishment of such a program within the City of Santa Clarita. Staff recommends that the public hearing be continued to the City Council meeting of March 11, 1997. At that time, a report describing the municipal code -civil fines will be presented with Resolution No. 97-14 and Ordinance No. 97-2 for City Council's consideration.
