BACKGROUND As part of the Fiscal Year 1997-98 City budget, Council approved the Community Services Grant Program for $100,000; $60,000 for Issue Specific Grants (Attachment B) and $40,000 fora School Safety RFP to be issued in November, 1997. The focus of this year's issue specific grant program was to assist non-profit organizations provide social/human services to City residents in the areas of. The Arts, Violence Prevention and Community Wellness (with $20,000 available for each category). Eligible projects are in the form of one time start-up projects and program enhancements, capital expenditures and special supplies. The City received forty-five (45) proposals totaling $196,382 for grant award consideration. On October 6, 1997, the Community Services Grant Review Committee met to evaluate the proposals and provide a recommendation on grant awards to City Council. The Committee is recommending a total of $53,910 in grant funds to be awarded. Please refer to Attachment A, Program Funding Recommendation List. FISCAL IMPACT Funds for this expenditure, in the amount of $53,910, have been budgeted in account # 7413- 8110 for FY 1997-98. California World Music in the Communities l $4,000 $4,000 Institute of the Chamber Music Program - Provides a Arts/SCV Arts series of five world music concert Partnership workshops (at four local high schools and the Community Center.) Each half- day workshop will be free of charge to students and members of the community. Program anticipates serving approximately 2,500 residents. 2. Canyon Theatre Summer Youth Production Workshop - $5,000 $5,000 Guild Offers local youth ages 10-17 an intensive six-week training workshop covering all aspects of theatre production. Participants will mount a full-scale youth production which will be offered to the public in August of 1998. 3. Santa Clarita. Entertainment Program - Provides a $4,600 $4,600 Valley Country variety of live entertainment for the Fair SCV Country Fair. Funds will be used to cover equipment costs including: staging, sound system, light boards, generators and small donations for local performers. 4. Santa Clarita Rehearsal /Performance Space for $5,000 $5,000 Repertory SCRT- Provides a rehearsal, Theatre administrative and performance facility for the Santa Clarita Repertory Theatre. The Facility will provide program opportunities for youth from the Community Center as well as space for the Educational Outreach Program which serves nearly every school in the Santa Clarita Valley. 5. Security Rape Aggression Defense Project - $3,000 $3,000 Department/ Provides self defense training program College of the for female residents of the Santa Clarita Canyons Valley. Program will improve participant's ability to respond to incidents of sexual assault. 7. Association to Aid Emerge from Violence - Provides $5,000 $5,000 Victims of education, anger management Domestic Violence techniques, and conflict resolution skills for perpetrators of domestic violence. Program will be offered in English and Spanish to approximately seventy-five male and female perpetrators. 8. Miller, Geidel & Early Domestic Violence Intervention $5,000 $5,000 Associates Through Interactive Parent-Child Training for At Risk Families -Provides for the purchase of a two-way mirror and communication system which allows therapists to observe parent/ child interaction in a therapeutic playroom and provides direct feedback to parents. Program seeks to lower incidences of child abuse, domestic violence, juvenile delinquency, gang affiliations, vandalism , drug use, teen runaways and teen suicides. 9. Bouquet Canyon Parents as Partners at Bouquet Canyon $4,935 $4,935 School School - Provides parents with hands-on training on: general parenting skills, parenting the special needs child, improving literacy in the home, strategies to help children be successful in school, and increasing overall parent involvement in school. 10. American Heart HeartPower! - Provides classroom kits $4,875 $4,875 Association/ that teach kids (preschool through Santa Clarita eighth grade) the importance of good Valley Division nutrition, physical activity, smoking avoidance and knowledge of the cardiovascular system. The programs goal is to decrease the number of deaths due to cardiovascular disease and stroke each year. 11. Child Care Expansion of Resource Library - Resource Center Provides funding for books, toys and educational learning materials for the Toy Lending Library and Resource Van. These materials are available for checkout by parents and child care providers and boosts the quality of care for children in the Santa Clarita Valley. $5,000 $5,000 , 12. Assistance Pencils, Pens & Paper - Provides school $5,000 $5,000 League of Santa supplies to needy children in the Santa Clarita Clarita Valley. Supplies include: pencils, pens, erasers, pencil sharpeners, crayons, scissors, rulers, binders and glue sticks. Issue Specific Grants ($60,000): - $60,000 is available for Issue Specific Grants Three Categories ($20,000 for each category) - Maximum grant award is $5,000 per organization - Each applicant selects which of the three categories they are applying for: a) The Arts ($20,000): For funding purposes, The Arts refers to innovative programs and services designed to expand the community's exposure to visual and performing arts. Areas to be addressed include, but are not limited to, theater, dance, music, media/print and painting/photography. b) Violence Prevention ($20,000): For funding purposes, Violence Prevention refers to programs and services contributing to the reduction and prevention of physically or mentally harmful acts against one or more persons. Areas to be addressed include, but are not limited to, domestic violence, family violence, elder abuse victim assistance and mediation. C) Community Wellness ($20,000): For funding purposes, Community Wellness refers to programs and services which improve the overall health and welfare of citizens in Santa Clarita. Areas to be addressed include, but are not limited to, neighborhood development, self-care kids, childcare, parenting, public safety and health education. crosvgrnt\prg.out
