Proposition L is a special tax measure which, if approved, will provide funding for the County Public Library to replace lost revenue. Specifically, Proposition L seeks to replace the Community Facilities District (CFD) assessment ($9 million annually) with a parcel tax of $22 per year. In November 1996 voters approved Proposition 218, which prohibits Los Angeles County from continuing the CFD property assessment in participating cities after June 30, 1997. Additionally, the County Library could experience another loss of $2 million in funding consisting of $1.7 million in state funds and $300,000 in general revenues from lower operating hours. Therefore, an initial loss of $9 million could result in a net loss of $11 million to the County public library if Proposition L does not receive approval by two-thirds of the registered voters in CFD cities. The County Librarian has explained the local impact of Proposition L to participating CFD cities and that information has previously been shared with the City Council. According to the County Librarian, current levels of service for participating CFD cities will remain virtually unchanged if Proposition L is approved by voters. If the measure does not pass, participating CFD cities can expect to see a reduction in service hours to levels prior to the establishment of the CFD, along with the elimination of books and materials enhancement budgets. Attached for your information is a chart which provides the anticipated service levels reductions if the measure does not pass. ATTACHMENT Resolution No. 97-54 Library Service Levels Chart PRICOUNCIL/ng ub.rg RESOLUTION NO. 97-54 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, SUPPORTING PROPOSITION L (COUNTY PUBLIC LIBRARY SPECIAL TAX) ON THE JUNE 3, 1997, SPECIAL ELECTION BALLOT WHEREAS, the County of Los Angeles Public Library provides library service to the residents of the City of Santa Clarita; and WHEREAS, the funding of the County of Los Angeles Public Library has been severely disrupted in recent years due to the loss of property tax revenues reallocated by the State of California; and WHEREAS, in 1995, the County Board of Supervisors implemented a Community Facilities District (CFD) for the .County Public Library to replace lost property tax revenues and restore library service levels, and the City of Santa Clarita has participated in the CFD and preserved library service to its residents; and WHEREAS, the passage of Proposition 218 in November 1996 eliminates the County Library's CFD after JUNE 30, 1997, and will result in reduced library services in the City of Santa Clarita and unincorporated areas of the Santa Clarita Valley if the CFD revenue is not replaced; and WHEREAS, the County Board of Supervisors has placed Proposition L on the JUNE 3, 1997, election ballot to provide for a special tax to support the County Library and help maintain library services in the areas currently participating in the CFD; and WHEREAS, approval by voters of Proposition L will help stabilize the County Library's funding and maintain library service levels in the City of Santa Clarita to the benefit of the adults and children who use the Valencia, Newhall and Canyon Country Libraries; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does hereby resolve to endorse Proposition L, and encourages all of the voters of our City to vote "Yes" on Proposition L on June 3, 1997.
