SUBJECT: COUNTY LIGHTING MAINTENANCE DISTRICT CONSENT AND
JURISDICTION FOR THE ANNEXATION OF TRACT NOS. 44487, 44488,
44689, 44694, AND 35984

RECOMMENDED ACTION
City Council adopt Resolution Nos. 97-130, 97-131, 97-132, 97-133, and 97-134, granting consent
and jurisdiction to the County of Los Angeles in the matter of Project Nos. 72-49, 73-49, 201-89,
206-89, and 344-116.
BACKGROUND
This item requests that the City Council consider granting consent and jurisdiction to the Los
Angeles County Lighting Maintenance District to annex territory located in the City to the
District. The proposed annexations are Tract No. 44487 at Hillsborough Parkway and Wilton
Way in the Northbridge area, Tract No. 44488 adjacent to Tract No. 44487, Tract No. 44689 at
Decoro Drive and Grandview Drive in the Northbridge area, Tract No. 44694 at Decoro Drive
and McBean Parkway in the Northbridge area, and Tract No. 35984 at Via Princessa and
Gregory Lane off Rainbow Glen Drive.
Each area or tract considered for annexation into the County Lighting District is assigned a
project number, and is referenced in the Resolution for ease of identification in processing the
annexation.
As development occurs throughout the City, the installation of street lights is required. The
developer is required to pay the cost of installing the lights and the cost of energy and
maintenance until the area is annexed into a Lighting Maintenance District. The Los Angeles
County Lighting Maintenance District was established to provide for these costs. The lights,
once installed, are owned by the Southern California Edison Company. Each year the District
is charged for the cost of energy and maintenance. The District then assesses the cost against
the property owners within the District.

WHEREAS, the Board of Supervisors of the County of Los Angeles
is about to commence proceedings under Division Nos. 7 and 15 of
the Streets and Highways Code for the annexation of territory to
County Lighting Maintenance District 1867 and County Lighting
District LLA -1; and
WHEREAS, the proposed annexation will have street lights
installed in the City of Santa Clarita; and
WHEREAS, all of the land included in the proposed annexation
lies within the boundary of the City of Santa Clarita.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Santa Clarita, as follows.
SECTION I
That the public interest, convenience, and necessity require
the maintenance of a street lighting system located within said
territory as shown on the maps of the annexation of County Lighting
Maintenance District 1867 and County Lighting District LLA -1 on
file in the office of the Department of Public Works.

SECTION II
That this City Council hereby consents to the annexation of
said territory, as shown on the attached map and/or described
in the attached legal description, included within the boundaries
of said annexation, and lying within the boundary of the
City of Santa Clarita.
SECTION III
That this City Council hereby finds and determines that the
land included within the boundary of the proposed annexation lying
within the boundary of the City of Santa Clarita, will be
benefitted by the said proposed annexation, and hereby consents to
the inclusion of said land within the proposed annexation and to
the assessment thereof.
SECTION IV
That the consent of the City of Santa Clarita is hereby given
to the commencement of the proceedings for said annexation
to County Lighting Maintenance District 1867 and
County Lighting District LLA -1 by the Board of Supervisors of the
County of Los Angeles, and to the exercise of exclusive
jurisdiction of said Board of Supervisors over all proceedings
necessary thereto for the purpose of consummating the same, all in
accordance with the provisions of Division Nos. 7 and 15 of the
Streets and Highways Code.

That the Clerk of the City Council is hereby directed to
certify and deliver two copies of this resolution to the

COUNTY LIGHTING DISTRICT LLA -1

Beginning at the southeasterly corner -of Tract No.- .35984, as
shown on may filed in Book 1074, pages 32 to 36 inclusive, of Maps,
in the office of the Recorder of the County of Los Angeles, said
corner being an angle point in the boundary of County Lighting
Maintenance District No. 1867, as same existed -on November 17,
1993; thence westerly along the boundary of - said tract - and
following the same in all its various courses to the southerly
terminus of that certain course having a bearing and length of
N 0. 09' 16" W 10.29 feet in the westerly boundary of said tract,
as shown on said map; thence northerly. along said certain course
and its northerly prolongation to a point on the center line of
Via Princessa, 80 feet wide, as shown on said map, said point being
an angle point in said boundary of County Lighting Maintenance
District No. 1867; thence easterly, southeasterly and southerly
along said boundary of County Lighting Maintenance District
No. 1867 to the point of beginning.
