SUBJECT: CREEKVIEW PARK: APPROPRIATIONS REQUEST FOR
LANDSCAPING AND IRRIGATION AMENITIES
DEPARTMENT: Parks, Recreation, and Community Services
BACKGROUND
The Parks, Recreation, and Community Services Department has completed the construction
of Creekview Park, located at the cul de sac of Park Street in the community of Newhall. Park
amenities include a tot lot area, basketball court, restroom facility, and turf play areas. The
park is currently in a maintenance phase to establish the turf areas. At the conclusion of the
maintenance period, a notice of completion will be brought before the City Council for approval.
At the maintenance period commencement, staff identified opportunities for additional
landscape, irrigation, and haxdscape amenities not included in the original scope -of -work. These
amenities include the addition of turf area at the main entryway near Park Street and around
the basketball court near 3rd Street. A second park drinking fountain near the basketball
court and improvements to allow for future basketball court lighting would be installed.
It is important to note that the original park plan accommodated a future parking area near the
Park Street entrance. Staff believes this area is best used as a recreation play area given the
limited development opportunities that exist at Creekview Park. Additionally, the community
has expressed that on-site parking is not needed because the park will primarily serve the
neighborhood residents who will walk or ride bikes to the park.
Funding sources for the park include $250,000 Community Development Block Grant, $171,000
PFA, and $100,000 General Fund monies bringing the total project cost to $521,000. This
amount includes $302,000 base bid, $157,000 additional landscaping and hardcourt construction,
$18,000 for miscellaneous construction related expenses (survey, geotechnical services,
inspection services, etc.), and $43,000 for design related expenses (appraisals, preparation of
plans, environmental services, etc.).
Approximately $20,000 of Public Financing Authority (PFA) Funds have been identified for this
proposal. All work will conclude before the park opening ceremony on Saturday, May 3, 1997.
RECOMMENDATION
Appropriate $20,000 from PFA Fund Balance to account number 5200-3052-8001 for additional
amenities at Creekview Park.
