F3001 DEPARTMENT: Transportation and Engineering Services On June 10, 1997, Council approved the purchase of the 20 -acre Merle Norman facility to be developed as a recreational complex by the Parks, Recreation and Community Services Department. The site contains three warehouse -style buildings which have been used for industrial purposes. Development of this property is planned to take place as funds become available. Building number two was chosen to be remodeled as the first phase of the project because of its open floor plan and the positioning of its columns. Two high -school -sized basketball courts, four racquetball courts, a reception area, showers, and the necessary restroom facilities are proposed for this building. A preliminary estimate of $1.2 million was established to complete the remodeling work. In an effort to create opportunity for the City's youth basketball program by having access to this building at the earliest possible date, staff has developed an aggressive schedule for completion of the first phase. On September 2; 1997, staff held a pre -proposal meeting with representatives of three architectural firms. On September 5, 1997, all three firms submitted proposals. Staff evaluated all proposals and determined that Meyers and Associates of Laguna Hills would best fulfill the City's needs for this project. The total fees for the architectural services of this project are estimated to be $64,800. In order to meet the timeline, staff has issued a contract for $20,000 to Meyers and Associates so they may begin the design services. Staff desires to award another contract for the difference of $44,800 plus a contingency of $15,000. The contingency is necessary to cover the cost of any unforeseen design changes that may be uncovered during the demolition phase of the project. As this is a facility with which we are not familiar, design modifications are the norm and expected.
