SUBJECT: SANTA CLARITA DRAINAGE BENEFIT ASSESSMENT AREA 3, TRACT
NO. 36496 - ANNUAL ASSESSMENT FOR FISCAL YEAR 1997-98
DEPARTMENT: Building & Engineering Services
The County of Los Angeles established Drainage Benefit Assessment Area No. 3 to provide
maintenance of a subsurface drainage system constructed to ensure stability of the slopes within
Tract No. 36496. The required Engineer's Report is on file with the City Clerk. The attached
map, Exhibit "A," identifies the boundaries of the District and the location of the drainage
improvements to be maintained. The proposed Assessment District was submitted to the
eligible voters in this area, and a majority of voters approved the formation of the District and
the levying of the assessment. Each year, the City is responsible to determine the costs and levy
an annual assessment subject to the requirements of the Benefit Assessment Act of 1982.
Drainage Benefit Assessment Area No. 3 was originally formed on January 28, 1986. The
estimated assessment last year was $122.47 per dwelling unit. The proposed assessment
remains unchanged for fiscal year 1997-98. The proposed assessment is in compliance with
Proposition 218. This public hearing is proposed for June 24, 1997 in compliance with the
Government Code.
RECOMMENDATION
The City Council establish June 24, 1997 as the date for the public hearing. Direct the City
Clerk to publish notices as required.

RIGHT TO VOTE ON TAXES ACT (PROPOSITION 218)
On November 5, 1996, the electorate approved Proposition 218, Right to Vote on
Taxes Act, which added Articles XIII C and XIII D to the California constitution.
The Proposition affects all assessments upon real property for a special benefit
conferred on the property. Assessments imposed under the Benefit Assessment
Act of 1982 are these types of special benefit assessments. The Proposition
exempts assessments for drainage systems.
DESCRIPTION OF THE SERVICE
The proposed service involves the maintenance and operation of the subsurface
drainage, system, pumps, wells, and pump station constructed for Tract No.
43528. Tract No. 43528 is located near Soledad Canyon Road and Sierra
Highway, in the City of Santa Clarita, as shown on Exhibit A.
The subsurface drainage facilities consists of six hydroaugers (horizontal
perforated drain pipes, each approximately 200 feet long), three observation
wells with pumps in them, four observation wells without pumps and a pump
station to dispose of the accumulation of any water within the fill area of the
development. The drainage facilities are shown on Exhibit A.
Maintenance and operation of the subsurface drainage facilities involves:
a. Periodic inspection, monitoring, and evaluations.
b. Annual cleaning of the six hydroaugers.
C. Annual Geologist review with report and recommendations.
d. Necessary repairs and maintenance as recommended.
e. Installing paved swales.
f. Pumping the three wells..
The estimated total annual cost to provide this maintenance of drainage devices
is $28,413.04.

No. 36496, recorded in Book 1042, Page 56 to 61 of maps in the office of the
County Recorder.

will be apportioned according to the basis of benefit.
5. BASIS AND SCHEDULE OF BENEFIT
The basis of benefit was determined to be dwelling units, i.e., one dwelling unit
= one benefit unit. Tract No. 36496 contains 232 dwelling units.
Thus, the schedule of benefit is as follows:
