Provide staff with additional direction in preparation for El Nino.
This item is on the agenda. to discuss potential areas of concern within the community
pertaining to the anticipated El Nino. City staff has assessed the entire community and
reviewed additional areas with prior flood history to formulate a listing of areas for action.
Each of the areas identified has been designated high, medium or low in terms of its
potential for incident during a heavy storm. At this time, City staff will discuss key areas
identified, actions taken to date and anticipated future actions.
In addition to efforts in the field, extensive public outreach and education efforts are under
way to ready the community as a whole for storm season. Efforts in this area will also be
addressed.

Public Information/Outreach -- El Nino 1997-98
BACKGROUND:
Experts agree -- El Nino is coming and the southland can almost be guaranteed a very wet
winter. Here in Santa Clarita, where a 15 mile river "runs through it," we need to take extra care
to assure that flooding does not result in a loss of life or property.
To that end, City staff has been actively working on proactive and preventive measures City-
wide.
Our goal with this outreach effort is as follows: communicate City's proactive work to date;
communicate what the various target audiences can do to prevent flooding and harm;
communicate what people can do during an emergency.
This outreach effort will "kick-off' on October 16 with the airing of the monthly "Your City"
show on Cable T.V., channel 20, at 7:00 p.m.
We will begin to publicize our "Santa Clarita El Nino Info Line," providing answers to the most
asked questions regarding E1 Nino.

Outreach Efforts
1. `Be Storm Aware" brocbure -Packed with useful information on how to prepare your
home and your family, plus useful phone numbers, this brochure will be made available in
public places as well as mailed with special letters.
2. Brochure and Special Letter - A special letter is being sent to homeowners in special areas
of the City most prone to flooding, alerting residents about their responsibilities. A second
letter is being sent to all Homeowners' Associations with the brochure regarding preparation
and responsibility information.
3. Advertisements in local publications - We are creating an ad, complete with an illustration
on how/where to sandbag, to run in: Daily News, Signal, and Magazine of Santa Clarita. A
business -oriented ad will run in The Business News regarding an upcoming flood information
fair. Additionally an ad and a small article will appear in the winter edition of Seasons.
4. Door hangers with info - As budget permits, we will create and disseminate door hangers
with important information to residents from the City.
5. SECURE training by appointment - Included in our outreach materials (letters, brochure,
ads) is an offer for free SECURE training for neighborhoods.
6. Flood Insurance Info Fair - The City will host a workshop (tentatively scheduled for
December 13) on how to purchase flood insurance for residents and businesses.
7. Utility Luncheon - The City Manager is hosting a special "get re -acquainted luncheon for
all local representatives of utilities on October 27.
8. Shelter Management Meeting -A special meeting to assess shelter resources and
responsibilities will be held on October 15.
9. Free Sandbags- The Fire Stations are all giving away free unfilled sandbags, which the City
is helping to spread the word about.
10. Field Services Teambuilding -Field Services will behaving a teambuilding session,
specifically geared to preparing for El Nino.
11. "I Survived EI Nino" - T-shirt - We are going to have the T-shirts ready in the EOC so that
we can distribute them to staff in the event of a disaster.
12. Tip -of -the -week - For City employees, we will e-mail a tip of the week, geared toward
keeping EI Nino in their minds.
13. El Nino Info Line - A 24-hour phone line is being established at Field Services, which will
include a one -minute message featuring answers to the most -asked questions people have.
There will be an opportunity to leave a message for call back within two days. During an
actual emergency, the message would change to reflect up-to-date info we need to
disseminate.
14. Radio & T.V. PSA's - Using our "tip -of -the -weeks," we will provide regular useful
information to the public via the free public service venue.
15. Press Conference - On November 3, 11:30 a.m. we will hold an El Nino Santa Clarita"
press conference. At that time we will have staff there to provide information regarding
preparation activities to date, areas most prone to flooding, and what actually happens in an
emergency. We will also announce the sandbag training.
16. Sandbag Training- The City is sponsoring two sandbag trainings on November 8 at 10:00
a.m. and November 10 at 7:00 p.m. The purpose is to show people how to fill a sandbag and
where to place it.
