SUBJECT: PARCEL MAP NO. 24417 - APPROVAL OF THE FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION
DEPARTMENT: Building and Engineering Services
Tentative Parcel Map No. 24417 was approved by the Planning Commission on December 19,
1995. The property is located on the northeast corner of Lyons Avenue and Orchard Village
Road, as shown on Exhibit "A." The property owner/developer is World Premier Investments.
The commercial development that now occupies the site was approved on May 3, 1995 as
Development Review No. 95-003. The recordation of this map will legally divide the property
into individual parcels so that the businesses may be sold separately.
The property consists of 2.92 acres and is being subdivided into three parcels. The property is
zoned commercial and was formerly the site of a City emergency "Park & Ride" lot after the 1994
earthquake. The land is now fully developed with a new Ralph's Supermarket, a Sav-On Drug
Store, a Blockbuster Video, and a Boston Market restaurant, among other small commercial
uses. The conditions set by the Planning Commission have been met, and all fees were paid as
indicated on the fact sheet. The map has been checked to the satisfaction of the City Engineer.
The City Council 1) Approve the map; 2) accept on behalf of the public the offers of dedication for
the public streets, the easements for sewer and storm drain purposes, the public sewer, and all
building and access restriction rights; 3) make findings as follows:.(a) that this project is
consistent with the provisions of Sections 66474, 66474.1, and 66474.6 of the Subdivision Map
Act and should be approved, (b) that this proposed subdivision, together with the provisions for
this design and improvement, is consistent with the General Plan required by Article 5
(commencing with Section 65300) of Chapter 3 0£ Division 1 of the Government Code, or any
specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of
Division 1 of the Government Code; 4) instruct the City Treasurer to endorse the Special
Assessment Certificate on the face of the map for Parcel Map No. 24417, which indicates that all
special assessments levied by the City have been paid; and 5) instruct the City Clerk to endorse
the Certificate on the face of Parcel Map No. 24417, which embodies the approval of said map
and the acceptance of the dedications shown thereon.

Parcel Map Location: Northeast Corner of Lyons Avenue and Orchard Village Road.
Project Size: Three parcels on 2.92 acres.
Developer's Name: World Premier Investments.
Road Improvements: Modifications to the large median on Orchard Village Road to provide
acceleration and deceleration lanes to access the site. A right turn
pocket from westerly Lyons Avenue to northerly Orchard Village
Road. Appropriate signal modifications to facilitate the changed
traffic patterns.
Road Fees: The total Bridge and Thoroughfare fees paid for this project were
$104,390.00.
School Fees: Were paid at the time that building permits were issued.
