Brad Therrien SUBJECT: FOUR OAKS DEWATERING WELLS - BID ADVERTISE - PROJECT NO. 73007 DEPARTMENT: Building and Engineering Services This project will install dewatering wells in the Four Oaks area. The wells are designed to lower the area's high groundwater (see attached location map). On January 9, 1996, the City Council adopted Resolution No. 96-3 to proceed with an election to form a Drainage Benefit Assessment District. The purpose of the Assessment District is to provide funding for ongoing maintenance costs of the proposed well system. The installation of the wells and the associated pumping system is funded by a grant from the Federal Emergency Management Agency (FEMA). The funds can only be used for construction of the system. On February 20, 1996, votes from residents for the subject district were received and counted by the City Clerk's Office. The election results indicated support for the formation of the district by a majority of the residents voting. Subsequently, in November 1996, the City began the assessment of residents for the subject district. The City contracted the design of the well system to Integrated Water Technologies, Inc. (IWT). The original contract amount was less than $20,000.00. During the design phase, issues regarding acquisition of easements for the proposed well sites necessitated the redesign of the well system. This redesign required additional technical services, which increased the original contract amount beyond $20,000.00. The total amount of the FEMA grant is $477,075.00, and is available in Account No. 73007107. A portion of the grant will be used to install the well system at an estimated cost of $233,000.00. The cost to. design the system is $40,000.00. The remainder of the grant funds, which is approximately $204,075.00, is designated to resurface streets in the Four Oaks area. Plans and specifications for installation of the dewatering wells are available for review in the offices of the City Clerk and Director of Building and Engineering Services. FOUR. City Council approve a change order in the amount of $20,000.00 to Integrated Water Technologies, Inc. (IWT) for additional technical services.
