Brad Therrien CONSENT CALENDAR DATE: July 8, 1997 SUBJECT: FOUR OAKS DEWATERING WELLS - PROJECT NO. 73007 - BID AWARD DEPARTMENT: Building and Engineering Services This project will install dewatering wells in the Four Oaks area. The wells are designed to lower the area's high groundwater (see attached Location Map, Exhibit A). On January 9, 1996, the City Council adopted Resolution No. 96-3 to proceed with an election to form a Drainage Benefit Assessment District. The purpose of the Assessment District is to provide funding for ongoing maintenance costs of the proposed well system. Installation of the wells and the associated pumping system is being funded by a grant from the Federal Emergency Management Agency (FEMA). On February 20, 1996, votes from residents of the proposed district were received and counted by the City Clerk's Office. The election results indicated that a majority of the residents who voted supported forming the district. Subsequently, in November 1996, the' City began assessing residents of the subject district. During the project design, staff worked with affected property owners to acquire the necessary easements to install the well sites. The property owners have agreed to grant the subject easements at no cost to the City if the City lines an existing dirt drainage ditch with a concrete drainage channel. The new channel will improve drainage and eliminate mosquito and odor problems in the area. The estimated cost to design and construct the concrete drainage channel is $57,000.00. On May 13, 1997, Council authorized the advertisement of the subject project. On June 26, 1997, bids were received by the City Clerk (see Bid Results, Exhibit B). The Engineer's estimate to complete this project is $283;000.00. This project is funded by a grant from the Federal Emergency Management Agency and is available in Account No. 73007107. The grant will be used to install the dewatering wells and resurface streets in the Four Oaks area. The resurfacing will be completed as part of the City's 1996/97 Overlay Project. ,. �4 �� . • FOUR OAKS DEWATERING WELLS July 8, 1997 - Page 2 Staff recommends that the project be awarded to the lowest bidder, Foothill Engineering and Dewatering, Inc., of Corona, California. Foothill Engineering and Dewatering, Inc. possesses a State Contractors License and is in good standing with the State Contractors License Board. The bid of $248,077.60 was reviewed for accuracy and conformance to the contract documents and was found to be complete. The references indicated that this contractor has performed work to their satisfaction. • 6Vj Q1• • 1. Council approve the award of the contract for the Four Oaks Dewatering Wells, Project No. 73007, to Foothill Engineering and Dewatering, Inc in the amount of $248,077.60, and authorize a ten percent contingency. 2. Council authorize the City Manager or his designee to approve all documents relating to this contract. 3. Council authorize the transfer of $25,000 from Account No. 4320-8028 and $32,000 from Account No. 4310-8001, totaling $57,000, to Account No.73007001 for the design and construction of the concrete drainage channel for the subject project.
