Rahmani April 22, 1997 WHITES CANYON ROAD/STEINWAY STREET FOUR-WAY STOP INSTALLATION RESOLUTION NO. 97-48 DEPARTMENT: Building and Engineering Services The opening of the Plum Canyon Road/Whites Canyon Road connection is tentatively scheduled for the first week of May 1997. This roadway connection and the future developments in the area would increase the traffic volumes along Whites Canyon Road. The residents living in the neighborhood on the east side of Whites Canyon Road have voiced their concerns regarding the lack of traffic control at the intersection of Whites Canyon Road/Steinway Street after the roadway opening. The intersection of Whites Canyon Road/Steinway Street is part of the Suggested Route to School for Skyblue Mesa Elementary School. Discussion: Staff is currently evaluating a list of Citywide intersections for potential application of traffic signals. Locations meeting at least one traffic signal warrant will be placed on the City's Traffic Signal Priority List according to the criteria established by the City Council in October 1995. Staffs initial review, based on existing traffic on Steinway Street and the anticipated traffic volumes on Whites Canyon Road, indicate that this intersection would meet traffic signal warrants after the roadway opening and would likely rank high on the priority list. The Signal Priority Report is anticipated to be presented to the City Council in the next two months. In the meantime, field investigations show that the Whites Canyon Road alignment impairs sight visibility at this intersection. Due to the roadway curvature, the sight distance for motorists exiting the east leg of the intersection is marginal. While this situation is currently tolerable, it may pose safety concerns as traffic volumes increase on Whites Canyon Road. According to state guidelines, a four-way stop may be installed at a location that meets traffic signal warrants as an interim measure while traffic signalization is being arranged. The stop signs are also warranted based on the limited sight distance at the intersection. 4d ed: -zz-A? Agenda Items: RESOLUTION NO. 97-48 April 22, 1997 - Page 2 The proposed stop sign control and signalization of this intersection were discussed with Mr. Bill Arens, one of the residents on Steinway Street who previously had brought his traffic concerns on Steinway Street to the City's attention. Mr. Arens is concerned that the application of traffic controls at the Steinway intersection may increase traffic back-up on Steinway Street, and that such controls should be installed at the Ashboro intersection, one block north, as that street does not have any homes fronting it. Unfortunately, if the control is placed at Ashboro Drive, it will not provide a safe crossing for school-age children. As the attached Suggested Route to School Plan shows, Skyblue Mesa Elementary School is located two blocks on the south side of Steinway Street. It would be very difficult to ensure that students walk from Steinway to Ashboro to use the traffic signal and backtrack to Steinway on their route to school. The control, if placed at Ashboro, will also not address the sight visibility at the Steinway intersection. This issue was discussed with Ms. Janet Wiese, Principal of Skyblue Mesa Elementary School. Ms. Wiese also supports the installation of the traffic controls at the Steinway intersection to maximize the safety of school children crossing at the intersection. Ms. Wiese has offered to send letters to parents to encourage them to use Ashboro Street when driving to and from the school to minimize traffic impacts on Steinway.Street. Mr. Arens and another area resident, Mr. Kevin LaSota, requested an analysis of this intersection and have been notified of the date of this Council meeting. Based on the above analysis and to ensure the safety of motorists and school-age pedestrians, staff recommends establishing a four-way stop control at the intersection of Whites Canyon Road/Steinway Street before the opening of the Plum Canyon Road/Whites Canyon Road connection. hal City Council adopt Resolution No. 97-48, establishing a four-way stop control at the intersection of Whites Canyon Road/Steinway Street. RESOLUTION NO. 97-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, ESTABLISHING A FOUR-WAY STOP INSTALLATION AT THE INTERSECTION OF WHITES CANYON ROAD/STEINWAY STREET WHEREAS, California Vehicle Code Section 21354 allows local authorities to designate any intersection under their exclusive jurisdiction as a four-way stop intersection; and WHEREAS, traffic operation at the intersection of Whites Canyon Road/Steinway Street would benefit from such designation. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE AS FOLLOWS: SECTION 1. That the intersection is designated as a four-way stop intersection with the addition of stop sign controls at northbound and southbound Whites Canyon Road at Steinway Street. All traffic shall stop before entering or crossing the intersection. SECTION 2. That the four-way stop designation, as provided herein, shall apply when appropriate signs and pavement markings giving adequate notice thereof, have been placed as described in Section 1.
