HomeMy WebLinkAbout1997-12-09 - AGENDA REPORTS - FUNDS FOR NEWHALL METROLINK ST (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: December 9; 1997 City Manager Approval: Item to be presented by: 'Ron Kilcoyne SUBJECT: ALLOCATION OF FUNDING FOR NEWHALL METROLINK STATION DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council approve allocation of $242,679 in AB 2766 Subvention Funds to the construction of the Newhall Metrolink Station, account number 52001/203. BACKGROUND The City receives an annual formula allocation of State Motor Vehicle Registration Fee Subvention Funds, commonly referred to as "AB 2766 Subvention Funds." These funds must be used for projects which improve air quality through emissions reductions. Historically, the annual allocation has been used for such projects as the.Employee Rideshare Program and the acquisition of the Princessa Metrolink Station property. Currently, the South Coast Air Quality Management District (AQMD) is offering a program known as "The Local Government Subvention Fund Match Program." This program offers to co -fund eligible projects which the City finances with AB 2766 Subvention Funds, up to 25%. The City's current fund balance for AB 2766 is $107,029, and the fiscal year 1997/98 allocation for AB 2766 is $135,650, totaling $242,679. By allocating this total amount to the construction of the Newhall Metrolink Station, AQMD will consider providing $60,670 in matching funds. An application proposing the above allocation has been submitted and reviewed by AQMD staff. Preliminary indications are extremely favorable. However, final approval requires City Council action which allocates the AB 2766 funds to the project. z k 4 A PIP, I ON V EP I ALLOCATION OF FUNDING FOR NEWHALL METROLINK STATION December 911997 - Page 2 ALTERNATIVE ACTIONS 1. The City forego the opportunity to obtain additional AQMD funds amounting to $60,670, and utilize Proposition C Local Return funds as originally planned. 2. Other action as determined by the City Council. The fiscal impact of the allocation of AB 2766 funds to the construction of the Newhall Metrolink Station will result in a savings of $60,670 in Proposition C Local Return funds.
