HomeMy WebLinkAbout1997-10-28 - AGENDA REPORTS - GRANT APPLICATION CIWMB (2)AGENDA REPORT CONSENT CALENDAR City Manager Approval Item to be presented by: Amelia Rietzel DATE: October 28, 1997 SUBJECT: AUTHORIZING SUBMITTAL OF GRANT APPLICATIONS TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD RESOLUTION NO. 97-128 DEPARTMENT: Planning and Building Services RECOMMENDED ACTION Adopt Resolution No. 97-128 authorizing the submittal of grant applications to the California Integrated Waste Management Board (CIWMB). Upon acceptance of the grant application by the State of California for award, authorize City staff to amend the existing agreement with Oricom Group to prepare, maintain, and manage the 1998 - 2000 Local Government Used Oil Opportunity Grant Fourth Cycle Application on behalf of the City. Funds were established under the California Oil Recycling Enhancement Act (Statutes of 1991, Chapter 817) and are available to the City of Santa Clarita from the Used Oil Recycling Fund to establish and maintain local used oil collection programs. Santa Clarita Resolution No. 95- 142 previously authorized and empowered the City's Director of Public Works to execute all contracts, agreements and amendments needed to secure grant funding available through the CIWMB. The City's recent reorganization has resulted in the placement of the solid waste function within the Planning and Building Services Department under the Director of Planning and Building Services. In order to comply with the CIWMB grant funding application requirements, it has become necessary to officially recognize the City Manager or his designee as the City's authorized representative to execute the submittal of grant applications to the CIWMB for all grants under the California Oil Recycling Enhancement Act and all available Household Hazardous Waste (HHW) grants under the California Integrated Waste Management Act. The Oricom Group, the City's current consulting firm, has offered to submit the 1998 - 2000 Local Government Used Oil Opportunity Grant Fourth Cycle Application on behalf of the City, and will administer the program should the City.be successful in obtaining this competitive grant. There will be no Charge to the City for the preparation of the Opportunity Grant application. ATTACHMENT Resolution No. 97-128 aAcd\council\ms97128.mic RESOLUTION NO. 97-128 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA AUTHORIZING SUBMITTAL OF GRANT APPLICATIONS TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and, WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the state, setting. up necessary procedures governing application by cities and counties under the program; and, WHEREAS, the applicant will enter into an agreement with the State of California for development of the project; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1: Authorizes the submittal of grant applications to the California Integrated Waste Management Board (CIWMB) for all grants under the California Oil Recycling Enhancement Act and all available Household Hazardous Waste (HHW) grants under the California Integrated Waste Management Act. SECTION 2: The City Manager or his designee is hereby authorized and empowered to execute in the name of the City of Santa Clarita all necessary applications, contracts, agreements and amendments hereto for the purposes of securing grant funds from the CIWMB and to implement and carry out the purposes specified in the grant application. SECTION 3: The City Clerk shall certify adoption of this resolution.
