HomeMy WebLinkAbout1997-05-13 - AGENDA REPORTS - ISTEA II (2)AGENDA REPORT City Manager Approval Item to be presented y: Kenneth Pulskamn CONSENT CALENDAR DATE: May 13, 1997 SUBJECT: INTERMODAL .SURFACE TRANSPORTATION EFFICIENCY ACT (ISTEA II) REAUTHORIZATION DEPARTMENT: Community Development BACKGROUND The United States Congress in currently reviewing the reauthorization of the Intermodal Surface Transportation Efficiency Act (ISTEA II or NEXTEA). With the passage of ISTEA in 1991, Los Angeles County received $3 billion over six years for highway and transit programs. At its February 11, 1997 meeting, the City Council directed staff to request Senators Boxer and Feinstein and Congressman McKeon to include several local projects in the proposed bill to reauthorize ISTEA. The Los. Angeles County Metropolitan Transportation Authority (MTA) has requested that each city in the region take action to support the reauthorization of ISTEA and to support the specific regional projects proposed by the MTA by adopting the attached Resolution No. 97-55. This Resolution No. 97-55 would be forwarded to Senators Boxer and Feinstein and to Congressman McKeon immediately upon adoption by the City Council. Adopt Resolution No. 97-55 and authorize the Mayor to forward this resolution to the City's congressional representatives. Will Work For Us Again Congress is currently reviewing the reauthorization of the Intermodal Surface Transportation Efficiency Act (ISTEA 11 or NEXTEA) which will continue to reshape federal transit and highway programs for the region and promote intermodalism nationwide. The reauthorization of ISTEA programs is based on the following key principles: Promote intermodalism each mode of transportation must complement and connect; Improve Planning and Public Participation: Empower State and Local Officials -create flexible programs such as the Surface Transportation Program (STP) and the Congestion Mitigation and Air Quality (CMAQ) programs to target funds for air quality and environmental projects for local communities; Promote Innovative Financing -new programs such as the State Infrastructure Banks (SIBS) to leverage more capital; Encourage New Technologies and have a National Perspective -ensure efficient movement of goods to expand trade opportunities. 213.922.6coo In February 1997, the MTA Board of Directors reaffirmed their commitment for ISTEA II and submitted a MTA sponsored project list to address the region's transportation needs in the categories of bus, rail and highway projects. A summary of the MTA's sponsored projects is listed below. Each project will have a significant impact on the Los Angeles County region's economy and the mobility of people and goods in the region. Summary of MTA ISTEA II Proposed Projects: Projects Funds Requested • Bus System Improvement - Acceleration of $250 million Replacement Clean -Fuel Vehicles - replacement of 650 buses for new clean fuel buses. • Metro Rail Red Line Segment 3 $100 million Mid - City Extension • Metro Rail Red Line Segment 4 $58 million San Fernando Valley - EastNUest Transportation Extension • Metro Rail Red Line Segment 4 $44 million East Los Angeles Extension • HOV Lane/El Monte Busway Extension $154 million • San Gabriel Valley: Alameda Corridor $97 million East -Gateway to America • Santa Monica Blvd. Transit Parkwav $20 million million RESOLUTION NO. 97-55 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA TO SUPPORT THE REAUTHORIZATION OF ISTEA WHEREAS, Congress is reviewing the reauthorization of Intermodal Surface Transportation Efficiency Act (ISTEA H or NEXTEA) which will continue to reshape federal transit and highway programs and promote intermodalism nationwide; and WHEREAS, In 1991 with bipartisan support from the White House and Congress, ISTEA allowed for the development of new partnerships between federal, state and local governments and focused federal appropriations and local decision making on creative solutions to mitigate congestion, improve air quality and move goods and people; and WHEREAS, ISTEA brought the Los Angeles region innovative transportation programs such as: the creation of the first telecommunications village, the addition of carpool lanes, the expansion of the Metro Rail network and the creation of Metrolink, Freeway Service Patrol, call boxes and bikeways; and WHEREAS, the Los Angeles County Metropolitan Transportation Authority (MTA) has sponsored a regional list of projects for ISTEA II funding; and WHEREAS, MTA's sponsored projects in ISTEA II address the region's transportation needs in the categories of bus, rail and highway projects; and WHEREAS, We support the reauthorization of ISTEA II for the federal investment in the L.A. County region in order that funding may provide for such high priority projects as: the Bus System Improvement - Acceleration of Replacement Vehicles; the Metro Rail Red Line extensions for Segment 3 Mid City, Segment 4 San Fernando Valley East-West and Segment 4 East Los Angeles extension; the Interstate 10 HOV Lane/El Monte Busway Extension and San Gabriel Valley; Alameda Corridor East -Gateway to America and the Santa Monica Boulevard Transit Parkway will have a significant impact in the region; and WHEREAS, In Los Angeles County alone, 6.5 million people drive to work, over 1 million people ride the bus and over 125,00 people ride the Metro Red Line and Metrolink systems; and WHEREAS, Los Angeles County s population is nearly one-third of California's population which is larger than 42 states. Los Angeles County is the 20th largest economy in the world and generates more economic activity than all but eight states in America; NOW, THEREFORE, BE IT RESOLVED, that Congress supports the reauthorization of ISTEA and MTA's sponsored project list to ensure that the region is part of the integrated national transportation system and that the City of Santa Clarita reaffirms its commitment for ISTEA for the impacts it will have on the mobility of goods and services for the region.
