SUBJECT: STATUS REPORT #11 ON LA COUNTY LANDFILL ISSUES AND THE
PROPOSED ELSMERE CANYON LANDFILL IN THE SCV
DEPARTMENT: City Manager
BACKGROUND
To keep the City Council and the general public informed on these issues, the City Manager presents
a status report once each month at a regularly scheduled City Council meeting. Due to the Council
Study Session a week ago on June 3, 1997, however, at which time the Council received an up to
date presentation on the County Siting Element, the draft Report on the UCLA Summit and other
issues, staff -suggests that the monthly report for June be deferred to the Council's regularly
scheduled meeting on July 8, 1997.
In the event that new and significant information has become available since the update on June 3,
it will be presented verbally at tonight's meeting, and will be made available in written form as well.
RECOMMENDATION
Staff recommends that the monthly report for June be deferred to the City Council's regularly
scheduled meeting on July 8, 1997.

SUBJECT: ISTEA REAUTHORIZATION (MUNICIPAL TRANSIT OPERATORS)
DEPARTMENT: Community Development
The United States Congress in currently reviewing the reauthorization of the Intermodal
Surface Transportation Efficiency Act (ISTEA H or NEXTEA). With the passage of ISTEA in
1991, Los Angeles County received $3 billion over six years for highway and transit programs.
At its February 11, 1997 meeting, the City Council directed staff to request Senators Boxer and
Feinstein and Congressman McKeon to include several local projects in the proposed bill to
reauthorize ISTEA. At its May 27, 1997 meeting the City Council adopted Resolution No. 97-
55 supporting the Los Angeles County Metropolitan Transportation Authority (MTA) requested
ISTEA projects. Local municipal transit operators have submitted several transit improvement
projects in its request to Congress for the reauthorization of ISTEA. The City of Santa Clarita
has one project included in this list and has a strong commitment to transit service
improvements. Therefore, Resolution No. 97-83 has been prepared to support the local
municipal transit operators` list of transit improvement projects. Resolution No. 97-83 would
be forwarded to Senators Boxer and Feinstein and to Congressman McKeon immediately upon
adoption by the City Council.
RECOMMENDATIONS
Adopt Resolution No. 97-83 and authorize the Mayor to forward this resolution to the City's
congressional representatives.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA ENDORSING
AND URGING CONGRESS TO FUND THE
ISTEA REAUTHORIZATION REQUESTS OF LOS ANGELES
MUNICIPAL TRANSIT OPERATORS COALITION
WHEREAS, the City of Santa Clarita has adopted a resolution supporting the
reauthorization of ISTEA and several specific Santa Clarita projects, now being considered by
Congress; and
WHEREAS, the City of Santa Clarita has adopted a resolution supporting the
reauthorization of ISTEA and several specific MTA projects, now being considered by Congress;
and
WHEREAS, the City of Santa Clarita recognizes the critical role that public transit plays
in the economic and social well-being of the cities in Los Angeles County, allowing residents,
employees and visitors to travel throughout the county and its cities to reach employment,
school, stores, businesses, recreation, and entertainment outlets, and other activity centers; and
WHEREAS, municipal transit operators in the county play a critical role in meeting the
demand for public transit, serving over 82 million trips annually throughout the county with
fleets of over 900 buses, and meeting this need cost-effectively; and
WHEREAS, several of these municipal operators have requested funding through the
reauthorization of ISTEA for four projects so that they can continue to provide needed transit
services and in some cases expand service to meet the growing demand and convert their fleets
to clean fuel vehicles, including the installation of clean fuel fueling facilities. These requests
include (1) a request of the Los Angeles Municipal Transit Operators Coalition (LAMTOC,
including Commerce Municipal Bus Lines, Culver City Municipal Bus Lines, Gardena Municipal
Bus Lines, Long Beach Transit, Montebello Bus Lines, Norwalk Transit, Santa Monica
Municipal Bus Lines, and Torrance Transit) for 289 replacement and expansion buses and 3
compressed natural gas (CNG) fueling facilities, (2) a request of Long Beach Transit for 8 buses,
shelters, signage and information kiosks for the Queensway Bay recreation center, (3) a request
from Foothill Transit for 99 CNG/Electric Hybrid replacement buses, and (4) a request from
Santa Clarita Transit for 50 replacement and expansion buses and a
maintenance/administration facility.
NOW THEREFORE, THE, CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
RESOLVE, AS FOLLOWS:
To endorse and urge Congress to fund the ISTEA reauthorization requests of LAMTOC,
Long Beach Transit, Foothill Transit and Santa Clarita Transit so they may continue and
expand their services to improve mobility in our cities; to facilitate the ability of persons to
reach employment, goods and services, and to continue to improve air quality in our region.
