SUBJECT: ADOPTION OF RESOLUTION NO. 97-97 - APPROVING THE
APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY

On November 3, 1992, the people of the County of Los Angeles enacted Los Angeles Proposition A,
which provides funds to public agencies and nonprofit organizations in the County for Safe
Neighborhood Parks, Gang Prevention, Tree Planting, Senior and Youth Recreation, Beaches and
Wildlife Protection. Section 8(aX4) of the 1992 Proposition A provides $12 million to be awarded
on a competitive basis for the purposes of construction and developing at -risk youth recreation and
service facilities. During the 1997 funding cycle, $5,416,529 is available.
Resolution No. 97-97 approves the City of Santa Clarita to develop and submit a proposal to the
Los Angeles County Regional Park and Open Space District for an At -Risk Youth Recreation and
Service Facilities Competitive Grant for the Santa Clarita Recreation and Community Center. The
grantrangesfrom $20,000 to $300,000, and must be used for the acquisition, development or
construction of recreation and/or service facilities where at -risk youth may congregate for programs
and activities designed to serve them. This includes, but is not limited to, recreation; health and
fitness; delinquency prevention; counseling; citizen and leadership development; and youth
employment and training programs.
The City of Santa Clarita will be submitting a grant proposal for the construction and development
of the Santa Clarita Recreation and Community Center.
City Council adopt Resolution No. 97-97 approving the application for grant funds from the Los
Angeles County Regional Park and Open Space District Grant Program.

RESOLUTION NO. 97-97
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES
COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT AT -RISK YOUTH
RECREATION AND SERVICE FACILITIES COMPETITIVE GRANT PROGRAM FOR THE
SANTA CLARITA RECREATION CENTER
WHEREAS, the people of the County of Los Angeles on November 3, 1992, enacted Los
Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree -Planting,
Senior and Youth Recreation, Beaches, and Wildlife Protection. (the Proposition), which, among
other uses, provides funds to public agencies and nonprofit organizations in the County for the
purpose of constructing and developing at -risk youth recreation and service facilities; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, Section 8(aX4) of the Proposition has allocated funds for the construction
and development of at -risk youth recreation and service facilities through the District; and
WHEREAS, the District has set forth the necessary procedures governing applications
for grant funds under the Proposition; and
WHEREAS, if the City of Santa Clarita is selected for a grant award, it will be required
to enter into a Project Agreement with the District for the performance of the project as
described in the application.
NOW, THEREFORE, THE CITY COUNCIL FOR THE CITY OF SANTA CLARITA does
resolve as follows:
SECTION 1: Authorizes the filing of an individual application with the Los Angeles
County Regional Park and Open Space District for funds allocated under
Section 8(a)(4) of the Proposition for the above-named project; and
SECTION 2: Certifies that at least sixty -percent of the usage of the grant -funded
improvements will be by at -risk youth; and
SECTION 3: Certifies that the City of Santa Clarita understands that it will be
required to provide additional funding for the above-named project if the
requested grant funds are insufficient to complete said project; and
SECTION 4: Certifies that the City of Santa Clarita understands its obligation to
operate and maintain the property in perpetuity; and
SECTION 5: Certifies that the City of Santa Clarita will sign and return, within 30
days,, both copies of the project agreement sent by the District for
authorizing signature; and
SECTION 6: Certifies that the City of Santa Clarita will cause work on the project to
be commenced within 180 days after receipt of a fully executed
agreement; and
SECTION 7: Certifies that the City of Santa Clarita agrees and understands that the
District may terminate the project agreement at any point if it determines
that the project cannot be performed as described in the application; and
SECTION 8: Authorizes the City Manager, or designee, to conduct all negotiations, and
to execute and submit all documents including, but not limited to,
application, agreements, amendments, payment records and so forth.
Which may be necessary for the completion of the project as described in
the grant application.
