SUBJECT: CONTRACT FOR PROFESSIONAL SERVICES
LAND ACQUISITION FUNDING
DEPARTMENT: Parks, Recreation, and Community Services
In November 1992, voters approved Proposition "A" the Safe Neighborhood Park Bond Act and
created the Los Angeles County Regional Parks and Open Space District (District). Two of the
elements in the specific project funding provide for acquisition of open space canyons in Santa
Clarita Valley and acquisition of significant ecological areas in the North County. The
opportunity to apply for these funds presented itself in May of 1995.
The City negotiated an agreement for professional services with Rincon Consultants, Inc., to
research, prepare, submit, and lobby support for a competitive grant application to the Los
Angeles County Department of Parks and Recreation. The applications were for the acquisition
of land for the Santa Clara River Park Project and land acquisition within significant ecological
areas (Santa Clara River #23 and San Francisquito Canyon #19). The terms of this agreement
included a grant preparation fee of $10,000 and payment of a five percent fee for the first
$1,000,000 awarded and a four percent fee for the second $1,000,000 in grant funds awarded.
This is a common compensation approach for professional grant writing firms.
Rincon Consultants, Inc. was paid the $10,000 grant preparation fee upon completion and
submittal of the grant request to Los Angeles County Department of Parks and Recreation. On
April 15, 1997, the County Board of Supervisors authorized the assignment of $1,232,000 of Los
Angeles County Department of Parks and Recreation project funding to the City of Santa Clarita
subject to the projects outlined in the grant applications prepared by Rincon Consultants, Inc.
On April 17, 1997, Rincon Consultants, Inc. invoiced the City for the percentage of the fee
earned per Professional Services Agreement No.99-040-0. Based on the total funding award to
the City of $1,232,000 and the agreement percentages the total fee due is $59,280.
1. The City Council approve an amount not to exceed $59,280 for professional services by
Rincon Consultants, Inc., for grant award percentage fees. These funds are budgeted in
account #7100-8001. Agenda Item- /7
2. Authorize the City Manager to prepare and sign all required documentation to complete the
transaction with Rincon Consultants, Inc.
