This is a public hearing item to consider comments regarding the proposed assessments for
Santa Clarita Landscape Maintenance District No. 1 and to approve the final Engineer's Report
and authorize the levy of the assessments. All proposed assessments are in compliance with
Proposition 218 and are the same as last year.
On May 27, 1997, the resolution initiating the proceedings for Zone Nos. 1 through 5 within
Santa Clarita Landscape Maintenance District No. 1(the District), and the resolution declaring
the City's intention to levy assessments for the District on the tax rolls for fiscal year 1997-98
were approved, along with the preliminary approval of the Engineer's Report and call for a
Public Hearing. The Engineer's Report is on file with the City Clerk.
Zone One consists of the lots within Tract No. 48117. This tract was required, as a condition
of approval, to install certain improvements, including portions of Golden Valley Road and
enhanced landscaping adjacent to this street. In addition, the developer was required to
establish a funding mechanism to ensure ongoing maintenance of the landscaped areas. The
Council approved the formation of a Landscape Maintenance District on November 10, 1992 in
compliance with project conditions.
Due to delays in the construction of Golden Valley Road, the landscaping installation is still not
completed, and therefore no assessments have been necessary for maintenance purposes. The
original approved rate is $88.47 per parcel, and that amount remains as the maximum rate for
this District. However, for the 1997-98 fiscal year, there will be a zero assessment collected
because there are adequate funds necessary for the coming year if the improvements are
completed soon. Also, recent discussions with the Montecito. Homeowner's Association
representatives have resulted in a tentative agreement that they will maintain this landscaping
in conjunction with their landscaping in the immediate area. This zone was originally

established by a developer petition and is therefore exempt from the procedures and approval
process set forth in Section 4 of Proposition 218.
Zone Two includes the parkway and medians along the Price Club. This zone was originally
formed on August 22, 1995. The total assessed amount required to maintain the landscaping
will be $14,112.00, the same as last year. - This amount is prorated over each of the two parcels
in the District and varies depending on parcel size. One parcel is 9.38 acres with an assessment
of $12,359.00 and the other parcel is 1.33 acres with an assessment of $1,753.00. This zone was
established by a developer petition and is therefore exempt from the procedures and approval
process set forth in Section 4 of Proposition 218.
Zone Three includes landscaped areas within Tract No. 45416-01. This zone was originally
formed on September 26, 1995. The total annual assessment amount required to maintain the
landscaping will be $33,188.00, or $436.68 per lot, and remains unchanged from last year. This
zone was established by a developer petition and is therefore exempt from the procedures and
approval process set forth in Section 4 of Proposition 218.
Zone Four consists of sidewalk trees along Via Princessa at Sierra Highway. This zone was
originally formed on November 14, 1995. The annual assessment is $3,300.00, the same as last
year. This amount is prorated over each parcel in the District and varies depending on parcel
size. The smallest parcel is 0.59 acre with an assessment of $197.05 and the largest parcel is
4.50 acres with an assessment of $1,503.04. This zone was established by a developer petition
and is therefore exempt from the procedures and approval process set forth in Section 4 of
Proposition 218.
Zone Five consists of landscaped slopes and side panels (landscape areas adjacent to street
rights-of-way) within Tract No. 48108. This zone was originally formed on August 27; 1996.
The total annual assessment amount required to maintain the landscaping will be $128,000.00,
or $800.00 per lot. This zone was established by a developer petition and is therefore exempt
from the procedures and approval process set forth in Section 4 of Proposition 218.
Upon conclusion of the public hearing, the Engineer's Reports and assessments should be
approved as is or approved with modifications as the Council directs.
City Council conduct the public hearing, adopt Resolution No. 97-78 approving the assessment
diagrams and Engineer's Reports, and authorizing the annual levy of assessments.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA CLARITA, CONFIRMING THE DIAGRAM
AND ASSESSMENT AND LEVYING THE
ASSESSMENTS WITHIN ZONE NOS. 1 THROUGH 5 OF THE
SANTA CLARITA LANDSCAPE MAINTENANCE DISTRICT NO. 1
WHEREAS, on November 10, 1982, the Santa Clarita Landscape Maintenance
District No. 1 was formed in accordance with the Landscape and Lighting Maintenance Act of
1972; and
WHEREAS, this is the proceeding for the annual update and Engineer's Reports for
levying the annual assessments for zones one through five; and
WHEREAS, on May 27, 1997, the City Council of the City of Santa Clarita (the "City
Council"), adopted Resolution No. 97-59, initiating proceedings for Santa Clarita Landscape
Maintenance District No. 1(the "District"), and to levy and collect assessments in connection
therewith; and
WHEREAS, the City Engineer was directed to and did prepare reports in accordance
with Article 4 of the Landscaping and Lighting Act of 1972 (the "Engineer's Reports") and the
City Council adopted Resolution No. 97-59 preliminarily approving the reports; and
WHEREAS, on May 27, 1997, the City Council passed Resolution No. 97-59 (the
"Resolution of Intention"), declaring its intention to levy and collect assessments in connection
therewith and to fix a time and place for hearing objections thereto; and
WHEREAS, on June 24, 1997, at the time and place for which notice was given, the
City Council conducted a public hearing and gave every interested person an opportunity to
object to the proposed levy and collection of assessments in connection therewith; and
WHEREAS, the Notice of Public Hearing was duly and legally published in the time,
form and manner as required by law, and the Affidavit of Publication is filed with the City
Clerk; and
WHEREAS, written protests against the proposed formation of the District and/or
the levy and collection of assessments in connection therewith have not been made by owners
representing more than one-half of the areas of land within the District; and
WHEREAS, the City has duly received and considered evidence, both oral or
documentary, concerning the jurisdictional facts in this proceeding and concerning the necessity
for the District and concerning the proposed levy and collection of assessment in connection
therewith and has not acquired jurisdiction to order. the proposed assessments in connection
therewith.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does
resolve as follows:

SECTION 1. The above recitals are all true and correct and the City Council is
satisfied with the correctness of the Engineer's Report, including the proceedings and all
matters relating thereto.
SECTION 2. Written protests against the levy and collection of assessments in
connection therewith were not made by owners representing more than one-half (1/2) of the area
of land within the District and any protest made, if any, was duly considered by the City
Council.
SECTION 3. The reports filed by the City Engineer on May 27, 1997, and each
component part of the reports, including each exhibit incorporated by reference, is hereby
approved on June 24, 1997.
SECTION 4. The City Council determines that the cost is related to the benefit to
each parcel and that. the annual aggregate amount of the assessment does not exceed the
estimated annual cost of providing the service, and the amounts to be assessed against the
individual parcels described in the Engineers Report, and as set forth in the resolution of
intention, are hereby approved and confirmed and are hereby levied by said Council as special
assessments against said parcels for fiscal year 1997-1998.
SECTION 5. The adoption of this resolution constitutes the levy of the assessment
as set forth in the Engineer's Reports for the Fiscal Year 1997-98.
SECTION 6. The City Clerk ishereby authorized and directed to file a certified copy
of the assessments respecting the District with the County Auditor/Tax Collector of Los Angeles
County no later than August 10, 1997.
SECTION 7. The City Clerk shall certify the adoption of this resolution.

NOTICE OF A PUBLIC HEARING FOR THE ADOPTION OF A RESOLUTION
DETERMINING AND IMPOSING THE ANNUAL
ASSESSMENT FOR SANTA CLARITA LANDSCAPE
MAINTENANCE DISTRICT NO. 1
PUBLIC NOTICE IS HEREBY GIVEN:
That a Public Hearing will be held before the City Council of the City of Santa Clarita for the
adoption of a resolution approving the Engineer's Report and levying the assessment for Santa
Clarita Landscape Maintenance District No. 1. The Engineer's Report is on file with the City
Clerk. The purpose of the public hearing is to receive and consider public testimony regarding
the District improvements and the proposed assessment for fiscal year 1997-98. The purpose
of the District is to provide the maintenance for the landscaping and landscaped areas within
the district.
The proposed assessment amounts for Zone No. 1, Golden Valley Road, is $0.00 per unit; Zone
No. 2, Price Costco, varies depending on parcel size, Zone No. 3 is $436.68 per parcel, Zone
No. 4, Albertson street trees, varies depending on the parcel size, and Zone No. 5, Tract
No. 48108, is $800.00 per unit.
The hearing will be held by the City Council in the City Hall Council Chambers,
23920 Valencia Boulevard, 1st floor, Santa Clarita, the 24th day of June 1997, at or after
6:30 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this matter at
that time. Further information may be obtained by contacting the City Clerk's office, Santa
Clarita City Hall, 23920 Valencia Boulevard, 3rd Floor, Santa Clarita or call Nancy Delange at
