Brad Therrien DATE: November 4, 1997 SUBJECT: McBEAN PARKWAY STORM DRAIN (PHASE I & IV COMBINED) - PROJECT NO. S1013 - PROJECT ACCEPTANCE DEPARTMENT: Transportation and Engineering Services City Council accept the work performed. by Oberg Contracting Corporation on the McBean Parkway Storm Drain, Project No. 51013. Direct the City Clerk to file the attached Notice of Completion. Direct staff to release the three percent retention 35 days after the Notice of Completion is recorded, provided no stop notices, as provided by law, have been filed. An Economic Development Administration (EDA) grant was awarded to the City to construct public improvements, including a major storm drain, related appurtenant structures such as catch basins and an outlet structure, and street improvements on the west side of McBean Parkway. Due to time constraints involved with meeting the scheduled opening of the hotellconference center, and because of delays in obtaining outside agency approvals, this project was divided into several phases for construction contract purposes. Phase I includes a storm drain on the west side of McBean Parkway from just north of Valencia Boulevard to just south of the Santa Clara River. Phase II includes the installation of street lights, curbs, gutters, sidewalks, parkway landscaping, and traffic signal modifications along the west side of McBean Parkway from Valencia Boulevard to Magic Mountain Parkway. Phase III continues the street improvements from Magic Mountain Parkway to the Santa Clara River. Phase IV consists of extending the storm drain in Phase I to the Santa Clara River and construction of an outlet structure, channel levee lining, and a continuation of the City's bike trail system over the new outlet structure. See attached Project Location Map (Exhibit A). On July 9, 1996, Council awarded a contract for the subject project (Phase I) to Oberg Contracting Corporation. These improvements allowed for development of the adjacent land. This project was completed to the satisfaction of the City Engineer on October 24, 1997. The project was completed on time and within budget. D 4 gena Item: MCBEAN PARKWAY STORM DRAIN November 4, 1997 - Page 2 The total amount of the EDA grant was $3,075,000.00. Construction Contract Costs Total Project Costs Phase I $ 1,619,070.94 $ 1,755,595.81 Phase II $ 495,039.57 $ 583,550.15 Phase III $ N/A $ N/A Phase IV $ 657,017.11 $ 712.429.36 Total $ 3,051,575.32 The Newhall Land & Farming Company (NL&F) was . not required to construct the improvements in Phase III, but had planned to do so to ensure expenditure of all the EDA grant funds. At this time, it is anticipated that only approximately $20,000.00 of the grant funds will remain after all project expenses have been paid on Phases I, II, and IV. NL&F will be conditioned to construct the improvements in Phase III when they develop the adjacent land. NL&F has indicated that they plan to begin these improvements in the near future. At that time, any remaining EDA funds will be used for Phase III. ALTERNATIVE ACTIONS No alternative actions identified by staff. FISCAL IMPACT The total cost for construction of Phase I and IV combined was $2,276,088.05. This project was funded entirely by a grant from the Economic Development Administration. The City's address is: 23920 Valencia Boulevard, Suite 300, Santa Clarita, CA 91355-2196. 3. The general location of said public improvement is on the west side of McBean Parkway between Valencia Boulevard and the Santa Clara River. 4. On July 9, 1996, a contract to construct said public improvement was awarded to: Oberg Contracting Corporation, P.O. Box 929, Simi Valley, CA 93062. 5. Work under said contract was completed on October 24, 1997 to the satisfaction of the City Engineer, and was accepted by the City on November 4, 1997, STATE OF CALIFORNIA ) COUNTY OF LOS ANGELES ) § CITY OF SANTA CLARITA ) I have read the foregoing Notice of Completion and know its contents.
