HomeMy WebLinkAbout1997-10-28 - AGENDA REPORTS - MOU BETWEEN VENTURA COUNCIL AN (2)CONSENT CALENDAR DATE: AGENDA REPORT City Manager Approval: Item to be presented b Jeff Lambert October 28, 1997 SUBJECT: MEMORANDUM OF UNDERSTANDING BETWEEN THE VENTURA COUNCIL OF GOVERNMENTS AND THE CITY OF SANTA CLARITA RELATING TO A PROGRAM OF COLLABORATION REGARDING SPECIFIC ITEMS OF MUTUAL INTEREST. DEPARTMENT: Planning & Building Services RECOMMENDED ACTION Council approve the attached Memorandum of Understanding (MOU). BACKGROUND Of the subregions within the jurisdiction of the Southern California Association of Governments (SLAG), the City of -Santa Clarita is a member of the North Los Angeles County Subregion. Other participants in this subregion are the cities of Palmdale, Lancaster, and the unincorporated portions of northern Los Angeles County. For certain issues, participation in the North County subregion is helpful. However, Santa Clarita is also affected by issues that are common to other geographic areas. To gain the assistance of an additional subregion within the SCAG, the City has agreed to work collaboratively with the Ventura Council of Governments (VCOG), as the need arises, on four specific issues: Newhall Ranch, State Route 126 issues, Santa Clara River issues, and the proposed restoration of the east/west rail line between Santa Clarita and Ventura. Additional items of mutual interest may be added as needed. VCOG approved the attached MOU at its meeting of September 25, 1997. This is considered an informal arrangement, since the City of Santa Clarita will not have any voting privileges with regard to VCOG. ALTERNATIVE ACTIONS There are no alternative actions as identified by staff. FISCAL IMPACT No fiscal impact is identified at this time. ATTACHMENTS Memorandum of Understanding s:\cd\advance\vcog02.mar IWO _ _ a MEMORANDUM OF UNDERSTANDING BETWEEN THE VENTURA COUNCIL OF GOVERNMENTS AND THE CITY OF SANTA CLARITA RELATING TO A PROGRAM OF COLLABORATION REGARDING SPECIFIC ITEMS OF MUTUAL INTEREST WHEREAS, the Ventura Council of Governments (hereafter identified as VCOG) is a regional planning and coordinating agency as well as a subregion of the Southern California Association of Governments and represents the County of Ventura and it's ten municipalities. WHEREAS, the City of Santa Clarita (hereafter identified as CITY) is a municipality located in Los Angeles County and is located adjacent to the eastern boundary of Ventura County. NOW THEREFORE THE TWO PARTIES AGREE AS FOLLOWS: (1) because ofproximity, mutual concerns, common interests, and a need to increase the communication between the two agencies it is hereby determined that VCOG and the City will agree to share information and to collaborate regarding specific items as identified in this agreement. NOW THEREFORE THE TWO PARTIES FURTHER AGREE: (2) it is hereby agreed that these specific items shall include (1) issues relating to the Santa Clara River, (2) issues relating to State Highway 126, (3) issues relating to the proposed restoration of the east/west rail corridor between the Cities of Ventura and Santa Clarita, and (4) issues relating to the proposed development of the Newhall Ranch Project. It is also agreed that other items may be added if VCOG and CITY mutually agree to the addition of these items. NOW THEREFORE THE TWO PARTIES FURTHER AGREE: (3) that the legislative bodies of VCOG and CITY, having both considered the terms and conditions of this Memorandum of Understanding do hereby agree to abide by it's intent and to instruct their respective staff representatives to establish a process relating to the sharing of information on the above specific issues and to further develop a process to insure the necessary collaboration required to fulfill the terms of this memorandum of understanding.
