1997 MTA CALL FOR PROJECTS APPLICATIONS
Community Development
The Los Angeles County Metropolitan Transportation Authority (MTA) is required by federal
and state statutes to prepare a Transportation Improvement Program (TIP) for Los Angeles
County. The MTA is also required to program revenues in the TIP across all transportation
modes based on the planning requirements of the Intermodal Surface Transportation
Efficiency Act (ISTEA) of 1991. One method by which this mandate is accomplished is by
planning and programming funds on a multi -modal basis through the TIP Call for Projects.
The FY 1997 TIP Call for Projects will program a variety of local, state, and federal revenues
to projects from a variety of transportation modes throughout the county. The MTA will
program funds through the TIP Call for Projects consistent with the MTA 1997 Long Range
Transportation Plan update, the Regional Transportation Plan, the Air Quality Management
Plan, and all applicable federal, state, and local requirements.
To take advantage of the flexibility of various funding sources, the MTA has developed a
single unified application process which allows each applicant to apply for the specific
project(s) of interest to the applicant agency, without regard to funding source(s). Through
the TIP Call for Projects, the MTA identifies needs and allots an amount of funds to various
transportation projects. Once needs are identified and projects are selected, specific funds
are assigned to meet the eligibility requirements of fund sources and to leverage the
maximum amount of federal and state funds for the county.
1997 FUNDING REQUESTS
The various divisions within the City have prepared their respective applications for the 1997
TIP Call for Projects under the following categories: Freeways; Regional Surface
Transportation Improvements; Signal Synchronization & Bus Speed Improvements;
Transportation Demand Management; Bikeways and Pedestrian Improvements; and Transit

Capital. The applications are due February 14, 1997; however, funds are programed within
the various categories between 1997 and 2003.
Included as an attachment to this staff report is a list of the projects for which the City of
Santa Clarita will be requesting funds. Additionally, a listing of the funding requests the
North County Transportation Coalition will be supporting has been included.
RECOMMENDATION
Staff recommends that the City Council: Approve the 1997 MTA Call for Projects list and
direct staff to submit to the appropriate government agency.

This letter is to convey the highest level of support from the North County Transportation Coalition (NCTC)
for the MTA TIP Call for Projects project applications submitted by NCTC member jurisdictions and listed
in Attachment A to this correspondence.
As you know, the north Los Angeles region is the fastest growing area of the county and one of the fastest
growing regions in the nation. A significant portion of the development and jobs created in Los Angeles
County are being created in the north county. An effective and efficient multi modal transportation system
is critical to increasing mobility in the region and allowing north Los Angeles County to continue its role
as one of the primary economic engines for the Southern California economy. The NCTC was formed in
1995 to more effectively address the critical transportation issues facing the north Los Angeles County
region. Coalition members include elected officials, senior staff members, and private sector leaders from
the cities of Lancaster, Palmdale, Santa Clarita, and Los Angeles County. NCTC bylaws were adopted and
representatives were appointed by official action of each of the members jurisdiction's governing boards.
Over the past six months, NCTC member jurisdictions have been working cooperatively to develop and
refine a proposed capital program of cost-effective, regionally important transportation projects for north
Los Angeles County. This development process has also included other regional transportation agencies
such as the MTA and Caltrans: After projects were initially identified, they were evaluated by a
subcommittee of the NCTC to identify those projects that would best address the most critical regional needs
and would most benefit the region as a whole. Priority was given to projects that were furthest along in the
development process and showed the highest degree of project readiness. The result of this effort is the list
of regionally significant projects shown in. Attachment A. NCTC member jurisdictions have prepared MTA
Call for Projects applications for each of these high priority projects for funding under the most appropriate
Call for Projects modal category. These projects are prioritized within each jurisdiction, by modal category,
but are not prioritized between jurisdictions.
NCTC member jurisdictions have always enjoyed a positive and productive relationship with the MTA.
The NCTC values this relationship and the invaluable support the MTA has provided in the past. We look
forward to working with the MTA to implement the high priority projects listed in Attachment A. Please
do not hesitate to call any member jurisdiction concerning their individual project applications.
