SUBJECT: NEW 805 AREA CODE BOUNDARIES

On Thursday March 13, 1997 the California Code Administration (CCA) will hold a meeting
to discuss the boundary options for the for a new area code in the 805 area. The purpose of this
meeting is to gather input from those within the area and develop the best overall plan.
There are eight alternatives presently under consideration by the CCA. As referenced in the
attached materials several of the alternatives ( #1B, #213, #3B and #5B), depict a change in the
area code for the Santa Clarita Valley. Based on the maps as well as conversations with Code
Administration staff, it does not appear that Santa Clarita Valley will be divided by an old and
new area code. Traditionally there have been several negative aspects of an area code change.
These include the cost and inconvenience to change advertising, letterhead, speed dialing,
alarms and other items. It has however been the case that those with new area codes are last
on the list for any further changes to the code. It should also be noted that a change in area
code does not impact the cost of actual calls within the area.
This item is now on the City Council's agenda in order to receive direction regarding how to
proceed on this matter.
RECOMMENDATION
That the City Council provide staff with direction on this matter.

PURPOSE Representatives of city, county and state government, chambers of
commerce and school districts are urged to attend the following
meeting to learn the boundary options for a new area code in the 805
area and to provide input on the best overall plan for this area. Since
this will be the only meeting of its kind, if you cannot attend, please
send a representative empowered to participate in decision making on
March 13.

AGENDA After a brief description of the criteria and guidelines area code
planning must follow, a panel of representatives of the
telecommunications industry will describe the four alternatives
that appear technically workable. The Area Code Coordinator and
representative of the California Public Utilities Commission will
` then facilitate your comments and insights on the impacts of the
alternatives.
The goal is to achieve consensus on the best overall plan. Participants
should also discuss which area should be assigned the new area code.
Transcripts of this meeting will become part of the record.

WHAT After the meeting above, the industry team hopes to identify NEXT?
the best plan, or at the least, narrow the options to presentat
meetings with the general public through much of the 805 area. At
least six such meetings are being planned for late May, early June.
Following these meeting, the Code Administrator and industry team
will propose a plan for the 805 area to the California Public Utilities
Commission.
