SUBJECT: NEWHALL REDEVELOPMENT PROJECT - RESOLUTION NO. RDA 97-3

In accordance with the requirements of the California Environmental Quality Act (CEQA), a
redevelopment agency is formally required to adopt guidelines and procedures for environmental
review and evaluation of projects.
Attached, is Resolution No. RDA 97-3, which adopts the City's Local Guidelines and Procedures
as those of the Newhall Redevelopment Agency. The City Council established these Local
Guidelines and Procedures by resolution on April 9, 1991.
Staff recommends that the Newhall Redevelopment Agency adopt Resolution No. RDA 97-3,
adopting the City's Local Guidelines and Procedures as those ofthe Agency.

RESOLUTION NO. RDA 97-3
A RESOLUTION OF
THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA CLARITA
ADOPTING THE CITY'S LOCAL GUIDELINES AND PROCEDURES
FOR IMPLEMENTATION OF THE PROVISIONS OF THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT OF 1970, AS AMENDED
WHEREAS, the City Council of the City of Santa Clarita adopted Resolution No.
91-50 on April 9, 1991, establishing local guidelines and procedures for the environmental
review and evaluation of projects; and,
WHEREAS, these guidelines and procedures are to provide an orderly means for
the City of Santa Clarita to evaluate the environmental impacts of proposed projects, provide
for public participation, and process the required environmental documents in a conscientious
and timely manner; and,
WHEREAS, the Santa Clarita Redevelopment Agency recognizes the need to
preserve, protect, and enhance the natural and human environment; and,
WHEREAS, Section 15022 of the State CEQA Guidelines requires the Newhall
Redevelopment Agency to adopt guidelines and procedures for the environmental review and
evaluation of projects, and further requires that these guidelines and procedures be consistent
with CERA and the State CERA Guidelines ("State Guidelines") as adopted and amended by the
Secretary of the Resources Agency; and,
WHEREAS, the Redevelopment Agency desires to adopt. the City's Local
Guidelines and Procedures for the environmental review and evaluation of projects as adopted
by Resolution No. 91-50; and,
NOW, THEREFORE, THE SANTA CLARITA'REDEVELOPMENT AGENCY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1: The foregoing is hereby adopted as findings and conclusions of the
Redevelopment Agency.
SECTION 2: The Redevelopment Agency adopts the City of Santa Clarita's Local
Guidelines and Procedures, as they may be amended from time to time for the implementation
of the provisions of the California Environmental Quality Act. Wherever the context requires,
the term "Redevelopment Agency" shall be deemed substituted for the term "City" for purposes
of interpreting the Redevelopment Agency's Local Guidelines and Procedures.
