Rahmani CONSENT CALENDAR DATE: August 26, 1997 SUBJECT: ESTABLISHMENT OF NO -STOPPING ZONE ON AVENUE STANFORD AT HUNTINGTON LANE RESOLUTION NO. 97-98 DEPARTMENT: Transportation and Engineering Services At the request of a citizen, (Ms. Karen Calahan), Traffic Engineering staff conducted a sight - visibility study at the intersection of Avenue Stanford and Huntington Lane. Avenue Stanford is designated as a collector commercial street which is presently striped with one through lane in each direction. Parking is permitted on both sides of this roadway and the posted speed limit is 45 miles per hour. Huntington Lane is a commercial street with one lane in each direction. Parking is permitted on both sides of the street and the prima facie speed limit is 25 miles per hour. Based on the field measurements and sight visibility evaluations, the intersection has limited sight distance when on occasion vehicles park on Avenue Stanford immediately south of the intersection. In order to improve the sight visibility and preserve minimum sight distance at the intersection, parking restriction is recommended along the east side of Avenue Stanford south of Huntington Lane. RECOMMENDATION Adopt Resolution No. 97-98, restricting the stopping of vehicles on Avenue Stanford as indicated below and direct staff to provide the necessary curb markings or signs to effect this resolution: Along the east side of Avenue Stanford from the beginning of the curb return with Huntington Lane on the southeast corner to 154 feet southerly (total of 154 feet). Resolution No. 97-98 Exhibit "A" (Vicinity Map) Exhibit "B" (Proposed No -Stopping Zone Map) : GWlkl P ` .�-z(o-9 �o ..opted. —..Z RESOLUTION NO. 97-98 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA PROHIBITING THE STOPPING OF VEHICLES ON AVENUE STANFORD AT HUNTINGTON LANE WHEREAS, a request was made to establish a no -stopping zone on the east side of Avenue Stanford at Huntington Lane; WHEREAS, it is consistent with normal traffic engineering practices to establish a no -stopping zone in areas where the stopping of vehicles limits sight distance to those using the highway; and WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping or standing of vehicles on certain streets or highways, or portions thereof, during all or certain hours of the day. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1. That the stopping of vehicles on the following streets or highways, or portions thereof, shall be prohibited: Along the east side of Avenue Stanford from the beginning of the curb return with Huntington Lane on the southeast corner to 154 feet southerly (total of 154 feet). SECTION 2. That the no -stopping zone, as provided herein, shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Section 1. SECTION 3. That staff shall provide the necessary curb markings or signs to effect this Resolution. PASSED, APPROVED AND ADOPTED this day of . 19_.
