SUBJECT: PRESENTATION OF 1997/98 OPERATING AND CAPITAL BUDGET
AND 5 YEAR CAPITAL IMPROVEMENT PROGRAM
DEPARTMENT: City Manager's Office
This item is on the agenda for formal presentation of the proposed, 1997/98 operating and
capital budget as well as the 5 year capital improvement program.
City staff will review the details of each department's proposed budget during the budget study
sessions scheduled. as follows:
May 20 Presentation to Planning Commission
May 22 Review City Manager, Administrative Services,
Community Development and Public Safety Budgets
June 4 Review Building and Engineering, Parks and
Recreation, Public Works Budgets and CIP
June 5 Presentation to Parks and Recreation Commission
June 10 Public Hearing on Budget and related items.
June 24 Budget Adoption
It is anticipated the budget study session scheduled for May 22 and June 4 will begin at 6 p.m.
and run approximately three hours.
RECOMMENDATION
That the City Council receive staffs presentation on the budget and schedule budget study
sessions.

SUBJECT: PROPOSED LIQUOR SALES AT THE NEW 990 STORE
DEPARTMENT: Community Development

A new 990 Store will soon be opening at 24200 Lyons Avenue in Newhall. The City's Unified
Development Code states that uses which propose to sell alcoholic beverages for off-site
consumption, and allocate less than 10% of the total shelf space for such alcoholic beverages, shall
be exempt from provisions that would require them to apply for an entitlement with the City.
Therefore, the business owner only needs to apply with the Department of Alcoholic Beverage
Control for a license to sell alcohol.
Councilman Carl Boyer has advised staff to bring before the City Council, a request to take formal
action in opposing the liquor sales with the ABC.
Council discuss their position on the proposed liquor sales at the new 99 Store, located at 24200
Lyons Avenue, and provide additional direction to staff as to what action should be taken with the
Department of Alcoholic Beverage Control.
