SUBJECT: PARKS, RECREATION, AND COMMUNITY SERVICES JANITORIAL
CONTRACT FOR 1997-98 BUDGET
DEPARTMENT: Parks, Recreation, and Community Services Department
The Parks, Recreation, and Community Services Department has traditionally awarded its
Janitorial Contracts to the lowest apparent qualified bidder. The Department has experienced
the same challenges regarding the bidding process as those once faced by the General Services
Division. The low bid amounts received have apparently been lower than what is actually
required to adequately perform the job. As a result, many well-qualified companies tend to
avoid submitting bids for this type of City contract because of the extremely low bids with which
they cannot compete.
On November 4, 1993, Agenda Item #6, the City Council approved to waive the low bid process
for all future janitorial services for General Services.
The City Attorney has advised staff on the legality of choosing a personal services contract
through a Request for Proposal (RFP) process, citing the process is consistent with the City
Ordinance, City Procurement Policy, and State Code 3.12.270. Subsection D.
City Council authorize the City Manager to waive the low bid process for the procurement of all
future janitorial services, and allow the Request for Proposal process for the selection of
janitorial services.
