SUBJECT: QUARTERLY BROCHURE RFP PROCESS AND SELECTION
OF PUBLISHER
DEPARTMENT: Parks, Recreation, and Community Services
The Parks, Recreation, and Community Services Department produces a quarterly brochure,
"Seasons," to inform the public of program offerings, special events, and issues within the City.
The RFP was advertised on March 5, 9, and 12, 1997 (four weeks prior to the deadline) in the
Signal and the Daily News with a proposal submittal deadline of. April 3, 1997, at 5:00 p.m.
Requests for proposals were sent to thirty-two vendors, fifteen of which were locally owned and
operated. Among the thirty-two vendors notified, five responded. Of the five that responded,
four declined and one, Schoolhouse Publications, Inc., which is our current vendor, offered a bid.
All vendors notified were contacted by phone to find out the reason the bid was declined (see
attachment A). The bid from Schoolhouse Publications, Inc. is as follows:

Schoolhouse Publications, Inc. has published the quarterly brochure, satisfactorily, over the last
three years. Based on their prior quality of work, as well as price, staff recommends
Schoolhouse Publications, Inc. to publish the Seasons brochure.
The budget amount for the quarterly brochure is $47,795 in account number 7213-7309. The
contracted amount is not to exceed $47,795 a year, for a duration of one year. This contract is
renewable on a yearly basis, not to exceed a total of three years.

That City Council enter into a contract with Schoolhouse Publications, Inc. in an amount not to
exceed $47,795, and authorize the City Manager to execute all documents pertaining thereto.

It has been suggested that if the printing, advertising, and layout were separated into separate bids, then
several of the local companies would be interested in bidding on the printing and layout, but most will not
handle the advertising involved. The bidding process allowed adequate time for the bidding process and the
standard procedure was followed.
