Brad Therrien UNFINISHED BUSINESS DATE: August 26, 1997 SUBJECT: RAILROAD AVENUE RECONSTRUCTION - PROJECT NO. 52015 REPLACEMENT OF OBSOLETE STREET LIGHTING DEPARTMENT: Transportation and Engineering Services BACKGROUND On June 11, 1996, the City Council approved in concept the Newhall Downtown Revitalization Plan. On July 8, 1997, the City Council awarded the construction contract for Railroad Avenue reconstruction to Gueno Development Company, Inc. At the July 8,1997 City Council meeting, Council requested that something other than the standard concrete street light poles be installed as part of this project. Council directed staff to return with alternative poles that would be in keeping with the approved architectural design standards listed within the Newhall Downtown Revitalization Plan (Victorian, Western, or Spanish). Staff met with representatives from Southern California Edison Company to view the available alternative street light and pole options that would be accepted into the Los Angeles County Street Light Maintenance District, and would be maintained by Southern California Edison Company. Staff reviewed many street light and pole combinations and has determined that the "Nostalgic" double light (black) concrete pole would come closest to capturing the historical architecture identified in the Newhall Downtown Revitalization Plan (see attached picture). The Redevelopment Committee approved the Nostalgic street lights at its August 4, 1997 meeting. There are, however, additional costs involved with using these Nostalgic street lights. A total of 50 lights are required on this project, and the cost per standard concrete pole, arm, foundation, and lighting fixture is $1,132.00 (50 @ $1,132.00 = $56,600.00). The cost per Nostalgic pole, dual arm, foundation, and Nostalgic fixture (twin units) is $4,785.00 each (50 @ $4,785.00 = $239,250.00). Therefore, the additional cost to use Nostalgic street lights for this project is approximately $182,650.00. Another cost that must be budgeted is the installation of the electrical system required to service the street lights. This is estimated to be $60,000.00. Consequently, the approximate amount that the City must remit to Southern California Edison to install the electrical system and to provide the Nostalgic street light poles and fixtures is $239,250.00, plus $60,000.00, or approximately $300,000.00. UJfoFrA Agenda Item: , RAILROAD AVENUE RECONSTRUCTION August 26, 1997 - Page 2 It should be noted that identifying the Nostalgic street lights as the design standard for the Downtown Revitalization Area will increase future project costs in this area whenever street light systems are upgraded to match the new design standard. Staff has identified a possible additional funding source for financing the street light upgrades and installation. • Street Light Maintenance District No. 1867, which encompasses the City of Santa Clarita, has funds available for street light maintenancetupgrade projects. Staff will pursue obtaining payment and/or reimbursement for the streetlight installation from Los Angeles County Street Light Maintenance District No. 1867. This would provide savings to the project which could then be used to upgrade the Newhall Metrolink Station lighting to the same standards. As provided in the CLMD 1867 Engineer's Report for Fiscal Year 1997-1998, funds are available to replace the obsolete equipment in the District. In order to provide for installation of new equipment, the District requires the City Council to declare a finding determining that the street lighting equipment on Railroad Avenue is obsolete. The City can then request the District to replace the lighting with Nostalgic street lights. Southern California Edison (SCE) will be directed by the District to install the lights. SCE will require the cost up front. The billing will go directly to the District for payment. SCE will install the lighting system and provide maintenance service to the District's lighting. The existing street lights along Railroad Avenue do not conform to the current Illuminating Engineering Society (IES) standards utilized by CLMD 1867. Additionally, there is lighting on only one side of the street and, since the reconstruction project will widen Railroad Avenue, this system will be inadequate. The Nostalgic lighting will not only provide additional lighting, but at a higher illumination to provide sufficient lighting along this roadway. KWOMATHUY I Of 0 1. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA does resolve as follows: SECTION 1: The City Council of the City of Santa Clarita ("City") hereby finds, determines, and declares as follows: A. The City Council hereby declares the street lighting equipment on Railroad Avenue in the Newhall area of the City of Santa Clarita to be inadequate for public street purposes due to the existing spacing of the street lights and the disharmony with the approved architectural design standards of the Newhall Downtown Revitalization Plan; and, B. The public interest, convenience, and necessity require the replacement of street lights located on Railroad Avenue with new equipment for the proper operation required to provide for public street purposes and all uses appurtenant thereto; and C. The City Council hereby declares the street lighting equipment of Railroad Avenue to be obsolete. SECTION 2: The City Clerk shall certify to the adoption of this resolution. SECTION 3: This Resolution shall be effective immediately upon its adoption. (The SCE Planning Office Phone number for projects in Santa Ciatita is (605) 294-1664.) Tho discussion involved �Cu's pricing policy to the City for various street lighting pole/fixture combinations. The SCE Planning Office should be contacted as soon as possible to alert SCE that this project is soon to be underway and to begin research to locate service points. PTOMMMMM ZM SCE owned and operated street lighting systems use a 3W -wood pole, 6' -foot and luminaire. Any upgrade to this configuration is called a "differential charge" which is paid by the City. For all systems the city or contractor must open and close trenches used to install the underground conduit and wiring, provide all wiring and underground equipment such as pull boxes and hand holes. The table below shows the differential charge for the following configurations Scenario I - Street lighting poles and foundations as currently designed (30 concrete pole, C am and 200W HPS luminaue) Scenario 2 - Nostalgia Fixturo (twin units) on a concrete pole and foundation (19' eancrete pole, dual arms and 100W luminaires.) Scenario 3 - Nostalgia Fixture (min unfits) on a fiber glass pole and concrete foundation (19' fiberglass pole, dual arms and t00W luminaires.) As shown in the table below, for each lmitallation there fi a $1 charge per pole for wiring associated with the polo and a 34% ITCC charge (Income'rax Component Contribution paid to the federal government).
