SUBJECT: PRELIMINARY REPORT AND DRAFT REDEVELOPMENT PLAN
DEPARTMENT: Newhall Redevelopment Agency
PRELBYIINARY REPORT
In accordance with California Community Redevelopment Law, a Preliminary Report must be
prepared for a redevelopment plan in which tax increment authority is proposed. The
Preliminary Report is required to contain:
a) The reasons for the selection of the Project Area.
b) A description of the physical and economic conditions existing in the Project Area.
C) A description of the Project Area which is sufficiently detailed for a determination on
whether the Project Area is predominantly urbanized.
d) A preliminary assessment of the proposed method of financing the redevelopment of the
Project Area, including an assessment of the economic feasibility of the project and the
reasons for including the provision for the division of taxes pursuant to Section 33670
in the Redevelopment Plan.
e) A description of the specific project or projects proposed by the Agency.
D A description of how the project or projects to be pursued by the Agency will improve or
alleviate the conditions described in (b) above.
The purpose of the Preliminary Report is to provide affected taxing agencies and other
interested groups or individuals with a detailed description of the proposed project and the
overall intentions of the Agency. Once the Preliminary Report has been distributed, the staff
of the Agency is required to conduct a consultation with each of the taxing agencies. These
meetings are scheduled to be held during early May 1997. Staff has been in contact with many
of the taxing agencies concerning the redevelopment project already.
DRAFT REDEVELOPMENT PLAN
The Redevelopment Plan is not a "plan" in the traditional sense. Rather, it is an authorizing
document that incorporates the Agency's authority to collect tax increment, establishes time

limits on certain Plan activities and authorities, and includes various other requirements of the
Community Redevelopment Law. The Redevelopment Agency and City Council are scheduled
to review and consider approval of a final Redevelopment Plan in June of this year.
REDEVELOPMENT COMMITTEE REVIEW
The Redevelopment Committee reviewed the draft Redevelopment Plan and the Preliminary
Report at their meetings of March 3 and April 7, 1997, and received a draft of the Preliminary
Report at their meeting on April 7, 1997. Another Committee review meeting is set for April
21, 1997. The Committee's comments to date have been incorporated into the draft
Redevelopment Plan and the Preliminary Report.
CONCLUSION
Adoption of the attached resolution does not constitute approval of the Redevelopment Plan.
Rather, the resolution authorizes the Executive Director to transmit the Preliminary Report and
draft Redevelopment Plan to the Planning Commission and to affected taxing agencies.
Additionally, the documents will become available to the general public for review.

A RESOLUTION OF
THE NEWHALL REDEVELOPMENT AGENCY
AUTHORIZING TRANSMITTAL OF THE PRELIMINARY
REPORT AND THE DRAFT REDEVELOPMENT PLAN
FOR THE NEWHALL REDEVELOPMENT PROJECT
WHEREAS, the Redevelopment Agency (the "Agency") has initiated
proceedings to adopt a Redevelopment Plan for the Newhall Redevelopment Project (the
`Project Area"); and,
WHEREAS, the Agency has prepared the Preliminary Report and is preparing
the Redevelopment Plan for the Project Area pursuant to the requirements of the Community
Redevelopment Law (Health and Safety Code Section 33000 et seq.); and
WHEREAS, the Preliminary Report shall be transmitted to each affected taxing
entity in accordance with Section 33344.5 of the Community Redevelopment Law; and
WHEREAS, the staff recommends that a copy of the Draft Redevelopment Plan
be sent to each affected taxing entity along.with the Preliminary Report; and
WHEREAS, Section 33346 of the Community Redevelopment Law requires that
the Redevelopment Plan be submitted to the Planning Commission for its report and
recommendation with regard to the conformity of the Redevelopment Plan to the City of
Santa Clarita General Plan.
NOW, THEREFORE, it is hereby resolved by the Newhall Redevelopment
Agency as follows:
SECTION 1: The Preliminary Report and the Draft Redevelopment Plan for
the Newhall Redevelopment Project are hereby approved for transmittal to the various
affected taxing agencies, when they become available.
SECTION 2: The Draft Redevelopment Plan is hereby approved for transmittal
to the Planning Commission.
SECTION 3: Copies of the Preliminary Report and the Draft Redevelopment
Plan shall be kept on.file and shall be available for public review.
SECTION 4: The Executive Director of the Agency is hereby authorized and
directed to make such transmittals.
