HomeMy WebLinkAbout1997-10-28 - AGENDA REPORTS - RENEWAL OF COPS PRGM (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR DATE: October 28, 1997 City Manager Approval: Item to be presented by: SUBJECT: RENEWAL OF CITIZEN'S OPTION FOR PUBLIC SAFETY (COPS) PROGRAM DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION Staff recommends that the City Council: Establish estimated revenues of $302,218.80 in account number 211-5211, the Supplemental Law Enforcement Services Fund; Approve the request from the Los Angeles County Sheriffs Department, Santa Clarita Station, to use the Citizen's Option for Public Safety Funds for a Youth Intervention Team; Appropriate $1,500 to account number 7441-7011 for Grant Administration and $300,718.80 to account number 7441- 8001 for program implementation; and, Authorize the City Manager, or designee, to execute any contracts, agreement, or change orders arising out of this program. BACKGROUND In July 1996, Senate approved Assembly Bill 3229, Citizen's Option for Public Safety (COPS) which allocates funding for public safety programs. The City received $302,182.00 in funding in 1996 for the establishment of a Youth Intervention Team, an umbrella entity overseeing all youth -related law enforcement efforts and crime prevention. According to the grant, City Council shall appropriate the funds in accordance with written request submitted by the Chief Administrator of the local law enforcement agency. The City is eligible for $302,218.80 in funding for the 1997-98 fiscal year. The County of Los Angeles Sheriffs Department, Santa Clarita Station, has proposed continued funding of the Youth Intervention Team. COPS funding from 1996 has been used for a Youth.Probation Officer, Youth Investigator, Crime/Gang Prevention Officer, clerical support, and start-up equipment. As a result of this funding, more time has been devoted to juvenile cases resulting in more thorough investigations and follow-up leading to an increase in arrests. Additional staff has also allowed for more time in the field, resulting in increased intelligence gathering about new gangs and trends. As a direct result of the Youth Intervention Team, there has been a 150% workload increase in juvenile cases, leading to. more arrests. From January to April 1997, 71 juvenile arrests were made compared to 44 in the same time period in 1996. This grant was structured under the Assembly Bill 3229 and provided $302,182 from the State of California for a Citizens Option For Public Service Safety (COPS) Program. These monies are again available this year. The State grant was used to enhance our efforts to curb youth crime in our City. We hired four additional personnel, a dedicated Probation Officer, a Youth Crime Detective, an additional Deputy Sheriff on the COBRA Team to deliver an anti- gang message and a Station Clerk to assist with the paper work generated by our increased activities. We also reorganized our Community Relations and Detective Bureau to form the Youth Intervention Team. As an additional bonus, monies not dedicated for personnel use were used to provide additional ten shifts of directed patrols utilizing COBRA, Patrol and Narcotics Deputies. Some highlights from this year's activities included: Arresting over 120 additional law violators and citing 55 people for various crimes during the special directed patrols. Identifying several persons involved in the sales of narcotics. These investigations continue to reap results. `%radlion .1c5erulce Clyde Smyth, Mayor -2- September 24, 1997 Improving the ability of the COBRA Team to investigate youth crime. Of the 894 cases assigned to COBRA from January 1, 1997 to August 31, 1997, they have cleared 77.5% of these cases. Improving our work with the Probation Department by targeting over 75 additional youthful probationers and insuring a high level of accountably while on probation. Developing a gang education and prevention curriculum for the junior high ages. This program will be presented eighteen times during each semester in the Teen Issues class. I am encouraged by the results of this first year's activities. We have made quarterly reports to the Office of Criminal Justice Planning group, who have favorably viewed our progress.
