HomeMy WebLinkAbout1997-06-10 - AGENDA REPORTS - RESO 97-92 TRANSIT BUSES (2)AGENDA REPORT City Manager Approval Item to be presented by: Lynn Harris CONSENT CALENDAR DATE: June 10, 1997 SUBJECT: RESOLUTION 97-72 TO WAIVE PURCHASING POLICY, AND TO AUTHORIZE THE CITY MANAGER TO NEGOTIATE A CONTRACT FOR THE MANUFACTURE OF SEVEN TRANSIT BUSES DEPARTMENT: Public Works On February 11, 1997, the City Council approved the execution of an agreement with the Los Angeles County Metropolitan Transportation Authority (MTA) which would allow the City to assume an existing capital grant in the amount of $1,498,000 for the purchase of additional buses. This agreement provides the City with an interest-free loan, to be repaid with Proposition A Local Return funds in three annual installments. MTA executed that agreement on May 13, 1997. However, these grant funds must be obligated by June 30, 1997. Due to this time constraint, a waiver of normal procurement requirements is necessary. Furthermore, Santa Clarita Transit (SCT) continues to experience significant growth in ridership. In the fall of 1996, the California Highway Patrol (CHP) identified potential problems related to overcrowding on SCT buses. Since that time, several meetings have been held between the City and the CHP to address the impacts of overcrowding. The purchase of additional buses will alleviate, to a great degree, the effects of such overcrowding. Normal process to acquire new Transit vehicles would require at least three months of competitive procurement, and final delivery dates as distant as 18 months from award of contract. The guidance of the funding agency has been secured to assure a compliant procurement within the available time frames. Staff has conducted a search of bus manufacturers in accordance with that guidance, and an appropriate manufacturer offering delivery by January 10, 1998 has been identified. In addition, that manufacturer will provide equipment which is consistent with the majority of the existing fleet. RECOMMENDATION City Council adopt Resolution No. 97-72, and authorize the City Manager to negotiate a contract for the manufacture of seven transit buses with the Gillig Corporation, upon approval of City Attorney. ATTACHMENT Resolution No. 97-72 Adopted:( /Q 47 la Acfenda It.,ni-3— RESOLUTION 97-72 A RESOLUTION OF THE CITY OF SANTA CLARITA, CALIFORNIA AUTHORIZING THE DISPENSATION OF COMPETITIVE BIDDING REQUIREMENTS TO PURCHASE SEVEN TRANSIT BUSES WHEREAS,The Antelope Valley Transit Authority ("AVTA') has agreed to loan the City of Santa Clarita ("City") One Million Four Hundred Ninety -Eight Thousand Dollars ($1,498,000) of its Los Angeles County Metropolitan Transportation Authority ("MTA") program funds; and WHEREAS, on May 13, 1997, the MTA has acknowledged and consented to the assignment of such rights and interest by AVTA to the City; and WHEREAS, the MTA program funds must be obligated by June 30, 1997; and WHEREAS, the City of Santa Clarita continues to experience overcrowded conditions on local buses; and WHEREAS, the City Municipal Code, Section 3.12.270, allows for the dispensation. of competitive bidding procedures when the City Council finds that it is in the public interest. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION I That a public exigency for additional transit buses exists, and will not permit a delay resulting from competitive solicitation. SECTION 2 That it is in the public interest and necessary to purchase seven transit buses without compliance with formal contract procedures. SECTION 3 That the requirement for competition in the one-time procurement of seven transit buses is hereby waived.
