HomeMy WebLinkAbout1997-01-28 - AGENDA REPORTS - ROUTE 126 RESO 97 9 (2)AGENDA REPORT City anger Approval Item to be presented by: CONSENT CALENDAR: DATE: January 28, 1997 SUBJECT: STATE ROUTE 126 CONSTRUCTION RESOLUTION NO. 97-9 DEPARTMENT: Community Development The California Department of Transportation (Caltrans) is currently constructing the widening of State Route 126 in Ventura County west of the Ventura/Los Angeles County line. This project is proceeding in two segments for a total distance of 10.1 miles and will increase SR 126 to 4 lanes with'a 14 foot painted median. This construction has resulted in travel delays and several fatal accidents and has seriously impacted the Santa Clara river corridor, including the Santa Clarita Valley. Caltrans will soon begin construction of a similar widening project on SR 126 from the Ventura County line to Interstate I-5. Commitments have not yet been made regarding the start and completion dates for this phase of the SR 126 widening. It is important that this phase start as soon as possible and that the construction time be shortened to reduce theimpactsto the area. The City Council has expressed serious concern that this next phase of construction along SR 126 not result in the travel delays and fatalities of the earlier phase. Caltrans should institute the appropriate procedures and safety measures to ensure the elimination of safety concerns and the reduction of travel delays in this construction project. These procedures should include the following measures recently considered for the current construction phase: • Reduce the speed limit to 45 miles per hour • Increase California Highway Patrol presence in the area • Install physical barriers to separate the two-way traffic during construction • Limit truck access to SR 126 during peak travel times In addition, the next phase of the SR 126 widening should be expedited as much as possible. The start of construction should occur as soon as possible and the construction time should be shortened. Approve Resolution No. 97-9 and direct the City Manger to transmit Resolution No. 97-9 to the California Department of Transportation (Caltrans). JJL:lep council\SR126AR.doc Adopted:anda Ite z2z RESOLUTION NO. 97-9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, REQUESTING THE CALIFORNIA DEPARTMENT OF TRANSPORTATION IMPLEMENT PROCEDURAL AND PHYSICAL IMPROVEMENTS ALONG THE STATE ROUTE 126 CONSTRUCTION SITE TO REDUCE TRAVEL DELAYS AND ELIMINATE SAFETY HAZARDS THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council does hereby make the following findings of fact: a. The California Department of Transportation (Caltrans) is currently constructing improvements to State Route 126 from the City of Fillmore to the Ventura/Los Angeles County line. b. These improvements will widen SR 126 from 2 to 4 lanes and will add a 14 foot wide painted median. C. In the past several months this construction project has caused severe travel delays along SR 126. d. In the past several months this construction has resulted_ in several fatal automobile accidents. e. Caltrans will soon initiate a similar widening project along SR 126 from the Ventura/Los Angeles County line to Interstate 5. f. The City Council considered this issue at its January 28, 1997 regularly scheduled meeting. SECTION 2. Based upon the foregoing findings, the City Council hereby requests the California Department of Transportation implement the following procedural and physical improvements along the State Route 126 current and proposed construction site to reduce travel delays and eliminate safety hazards: a. Reduce the speed limit to 45 miles per hour b. Increase the California Highway Patrol presence in the area C. Install physical barriers to separate the two-way traffic during construction d. Limit truck access to SR 126 during peak travel times e. Expedite the start date for the next phase of the SR 126 widening. f. Shorten the construction schedule for the next phase of the SR 126 widening.
