HomeMy WebLinkAbout1997-07-08 - AGENDA REPORTS - S FORK TRAIL PHASE III (2)AGENDA REPORT City -Manager Approval Item to be presented by: Rick Putnam CONSENT CALENDAR DATE: July 8, 1997 SUBJECT: SOUTH FORK TRAIL PHASE III PROJECT NO. 81001- BID AWARD DEPARTMENT: Parks, Recreation, and Community Services BACKGROUND On June 10, 1997, City Council authorized the advertisement of Project No. 81001. This project consists of the construction of a Class I (off-road) bicycle trail extension of the existing South Fork Trail. The project extends from the existing trail terminus at the vacated Newhall Avenue westerly to the Orchard Village Road bridge. The following bids were received by the City Clerk on June 30, 1997. Twelve bid packages were purchased for this project with nine (9) proposals submitted: Advanced Construction Santa Monica $176;105.50 Padilla Paving Santa Clarita $191573.51 E.A. Mendoza Anaheim $197,111.50 E & M Constructors Sylmar $200,958.15 L.A. Engineering Rosemead $228,139.90 Excel Paving Long Beach $229,393.50 Gueno Development Los Angeles $239,903.60 R.C. Becker and Sons Newhall $249,460.15 Stevens Construction Lancaster $260,000.00 In summary, the total cost of bid amounts is higher than expected due to the retaining wall construction, wood fencing, and clearing and grubbing operations. These costs have been noted by staff for future estimating work The project is being made possible through a combination of PFA, Proposition C, and TDA3 funds. The total funds for this project are $179,000, of which $16,000 has been earmarked for design services leaving a balance of $163,000 and a shortfall of approximately $13,000. Additional funds in the amount of $35,705 are available from the 1997-98 TDA Article 3 allotment to cover construction, a 10% contingency, and engineering inspection. All other accounts have been established for this project under master account no. 81001. WROVED $..: • RECOMMENDATI That Council award a contract to the low bidder, Advanced Construction, in the amount of $176,105.50. Authorize a contingency expenditure of 10% for unforseen conditions, appropriate an additional $35,705 to account 81001452-8001 and establish additional estimated revenues of $35,705 in account 452-5110. Authorize the City Manager or his designee to approve all documents relating to this contract, and to execute all licenses, agreements, and easements related to this project.
